【摘要】：近年來,國家大力提倡耕地休養(yǎng)生息,推行土地休耕制度,以提高地力,保障農(nóng)業(yè)可持續(xù)發(fā)展。由于水資源短缺已經(jīng)成為制約我國華北地區(qū)經(jīng)濟社會發(fā)展的重要因素。華北地下水漏斗區(qū)作為土地休耕的三個試點之一,主要目標是退耕高耗水的冬小麥,實現(xiàn)"一季休耕、一季雨養(yǎng)",以減少地下水用量,修復地下水環(huán)境。農(nóng)戶作為農(nóng)村最主要的生產(chǎn)與經(jīng)營主體,如何給予農(nóng)戶合理的補償,使其有效地實施冬小麥休耕政策成為緩解華北地區(qū)水資源短缺的關鍵因素。論文運用問卷調(diào)查法、機會成本法與Logistic模型對意愿與補償標準進行分析,探討了河北衡水地下水漏斗區(qū)農(nóng)戶冬小麥休耕意愿的主要影響因素及其生態(tài)補償標準的合理性,以便為我國科學合理地制定地下水漏斗區(qū)耕地輪作休耕政策提供理論依據(jù)。研究結果表明:1)農(nóng)戶的文化程度、家庭農(nóng)業(yè)勞動力總數(shù)、撫養(yǎng)比、農(nóng)戶對地下水漏斗區(qū)冬小麥休耕態(tài)度、農(nóng)戶對政府實行政策的信任度與農(nóng)戶休耕意愿呈顯著的正向影響;2)務農(nóng)工日、耕地質量、人均耕地面積與農(nóng)戶休耕意愿呈顯著的負向影響;3)只考慮冬小麥對地下水影響,不考慮農(nóng)產(chǎn)品市場價格變化的影響,建議河北衡水地區(qū)休耕農(nóng)戶補償標準為518元/畝(7 770元/hm~2)。最后論文提出了因地制宜地制定地下水漏斗區(qū)冬小麥休耕的補償政策,發(fā)展綠色產(chǎn)業(yè),轉移剩余勞動力,并做好休耕政策宣傳力度等政策建議。
[Abstract]:In recent years, the country strongly advocates the cultivated land rest and recuperation, carries out the land fallow system, in order to raise the land fertility, guarantees the agriculture sustainable development. The shortage of water resources has become an important factor restricting the economic and social development of North China. As one of the three experiments of land fallow, the main goal of groundwater funnel area in North China is to reduce the amount of groundwater and repair the groundwater environment by returning to winter wheat with high water consumption and realizing "one season fallow and one season rain". As the main production and management body in rural areas, how to give farmers reasonable compensation and how to effectively implement the winter wheat fallow policy has become the key factor to alleviate the shortage of water resources in North China. By means of questionnaire survey, opportunity cost method and Logistic model, this paper analyzes the willingness and compensation standard, and discusses the main influencing factors of winter wheat fallow intention and the rationality of ecological compensation standard in Hebei Hengshui groundwater funnel area. In order to provide a theoretical basis for the scientific and rational formulation of cultivated land rotation and fallow policy in groundwater funnel area in China. The results show that: 1) the education level of farmers, the total number of family agricultural labor force, the dependency ratio, the farmers' fallow attitude to winter wheat in the funnel area, the trust degree of farmers to the government policy and the fallow willingness of farmers have a significant positive influence; 2) the day of farming, the quality of cultivated land, the area of cultivated land per capita and the willingness of farmers to fallow have a significant negative effect; 3) only considering the effect of winter wheat on groundwater and not considering the change of market price of agricultural products, it is suggested that the compensation standard of fallow farmers in Hengshui area of Hebei Province is 518 yuan / mu (7,770 yuan / hm~2). Finally, the paper puts forward some policy suggestions such as making compensation policy for winter wheat fallow in groundwater funnel area, developing green industry, transferring surplus labor force, and so on.
