【摘要】：本文首先梳理了農(nóng)業(yè)科技創(chuàng)新與立項(xiàng)評(píng)價(jià)等相關(guān)理論,對(duì)農(nóng)業(yè)領(lǐng)域科技支撐計(jì)劃項(xiàng)目中具有較強(qiáng)創(chuàng)新性的入庫(kù)項(xiàng)目申請(qǐng)書(shū)、結(jié)項(xiàng)書(shū)進(jìn)行案例分析及專(zhuān)家訪談,在質(zhì)性研究的基礎(chǔ)上初步提出針對(duì)農(nóng)業(yè)科技項(xiàng)目基于創(chuàng)新性的41個(gè)立項(xiàng)評(píng)價(jià)指標(biāo)。而后組織專(zhuān)家專(zhuān)門(mén)針對(duì)應(yīng)用開(kāi)發(fā)類(lèi)項(xiàng)目就指標(biāo)進(jìn)行重要性打分,通過(guò)驗(yàn)證性因子分析得到針對(duì)應(yīng)用開(kāi)發(fā)類(lèi)項(xiàng)目創(chuàng)新價(jià)值的9個(gè)一級(jí)指標(biāo)和35個(gè)二級(jí)指標(biāo)。本文所采用的層次-熵值組合賦權(quán)方法所得到的權(quán)重與常見(jiàn)的方差最大化組合賦權(quán)法權(quán)重相比差異并不大,但因前者在權(quán)重分布的分散度上有所收斂,所以說(shuō)這種分層賦權(quán)的方法在收殮權(quán)重分布的基礎(chǔ)上保證了權(quán)重的有效性。本研究在國(guó)家"完善創(chuàng)新驅(qū)動(dòng)導(dǎo)向評(píng)價(jià)體系"政策導(dǎo)向的背景下,為農(nóng)業(yè)領(lǐng)域項(xiàng)目的評(píng)審專(zhuān)家理清評(píng)審思路,發(fā)現(xiàn)具有創(chuàng)新價(jià)值的科技項(xiàng)目提供參考。
[Abstract]:This article first combs the agricultural science and technology innovation and the establishment appraisal and so on related theories, carries on the case analysis and the expert interview to the agriculture domain science and technology support plan project to have the strong innovation to enter the storehouse project application, the conclusion item book carries on the case analysis and the expert interview. On the basis of qualitative research, 41 evaluation indexes for agricultural science and technology projects based on innovation were put forward. Then, experts were organized to evaluate the importance of the indicators for the application development projects. Through confirmatory factor analysis, 9 first class and 35 second level indexes were obtained for the innovative value of application development projects. The weights obtained by the hierarchical entropy combination weighting method are not much different from those obtained by the common variance maximization combination weighting method, but the former converges on the dispersion of the weight distribution. Therefore, the hierarchical weighting method ensures the validity of weight on the basis of the weight distribution. Under the background of "perfecting the innovation-driven evaluation system", this study provides a reference for the evaluation experts in the field of agriculture to find out the scientific and technological projects with innovative value.
