【摘要】：根據(jù)2009-2013年臺(tái)風(fēng)數(shù)據(jù)分析了我國近海漁場遭遇臺(tái)風(fēng)情況,結(jié)果顯示5年內(nèi)全國52個(gè)漁場中有47個(gè)遭遇過臺(tái)風(fēng),總數(shù)為337次,中沙東部漁場臺(tái)風(fēng)數(shù)高達(dá)27次,占總數(shù)的8%,屬于漁場中遭遇臺(tái)風(fēng)的熱點(diǎn)區(qū)域,同時(shí)選出了中沙東部漁場、北部灣南部及海南島西南部漁場、東沙漁場、海南島東南部漁場、江外漁場、閩東漁場等19個(gè)遭遇臺(tái)風(fēng)次數(shù)和頻率較高的典型臺(tái)風(fēng)漁場。以寧波市象山縣漁船為例,研究其主要作業(yè)漁場以及臺(tái)風(fēng)過程對作業(yè)的影響,結(jié)果表明象山縣漁船主要作業(yè)漁場有6個(gè),其中舟外漁場、魚外漁場和江外漁場屬于全國典型臺(tái)風(fēng)漁場,且漁船回港避風(fēng)與臺(tái)風(fēng)逼近過程有明顯的同步性。較其它漁船險(xiǎn)情,臺(tái)風(fēng)險(xiǎn)情造成的生命和財(cái)產(chǎn)安全問題更加危急和嚴(yán)重,對此提出了幾個(gè)建議:(1)培養(yǎng)漁民合法、安全和科學(xué)的捕撈意識(shí);(2)推進(jìn)船用通訊設(shè)備的安裝和使用;(3)開發(fā)實(shí)時(shí)船用臺(tái)風(fēng)預(yù)警系統(tǒng);(4)完善救援體系,鼓勵(lì)和支持漁船互助組間的幫助和救援行為。
[Abstract]:According to the typhoon data from 2009 to 2013 , there are 47 typhoon fishing grounds in China ' s offshore fishing grounds . The results show that there are 47 of 52 fishing grounds in China in the past five years . The total number is 337 times . The fishing grounds in the eastern part of China ' s fishing grounds , the fishing grounds in the south and the south of Hainan Island , the fishing grounds in the east and the south of Hainan Island and the fishing grounds in the south of Hainan Island are more critical and serious . The results show that the fishing grounds are legal , safe and scientific , and ( 3 ) the development of the real - time marine typhoon warning system ; ( 4 ) the improvement of the rescue system , and the help and rescue of the fishing vessels .
