【摘要】：農(nóng)村稅費改革以后,農(nóng)業(yè)水費成為了農(nóng)村唯一的政府性收費項目。如今農(nóng)業(yè)水費相關(guān)問題已成為影響農(nóng)村穩(wěn)定、"三農(nóng)問題"與農(nóng)業(yè)水價綜合改革等工作順利開展的阻礙因素之一,破除這些問題將是研究和實踐的重點任務(wù)�，F(xiàn)有研究未對這些現(xiàn)存的關(guān)鍵問題進行專門分析和評論。文章首次對我國農(nóng)業(yè)水費在水價、支付、補貼與實施等4個方面的現(xiàn)存問題進行剖析,并分別就每個問題的現(xiàn)有研究進行梳理和評論。研究表明這些現(xiàn)存問題如下:①水價方面:水價太低且變化不大,改革陷入兩難境地;②支付方面:農(nóng)民支付意愿較低,抵觸、拒繳與消極情緒明顯;③補貼方面:補貼方式不能對農(nóng)民行為調(diào)節(jié)和意識塑造起到積極作用;④實施方面:水費管理執(zhí)行不力、公平性不足與水利設(shè)施不完善等。該文分別就每個問題給出了后續(xù)的研究與實踐方案,并認為在農(nóng)村經(jīng)濟日漸趨好和支農(nóng)惠農(nóng)等政策力度不斷加大的條件下,目前農(nóng)業(yè)水費問題已不再只是一個資金投入、技術(shù)改造與制度改革的問題,同時也成為了一個還需側(cè)重強調(diào)農(nóng)民行為響應(yīng)的綜合性問題,但這在現(xiàn)有研究和實踐中有所忽略。因此,下一步研究與實踐應(yīng)在資金投入、技術(shù)改造和制度設(shè)計等方面繼續(xù)加大研究和實踐的力度,并和每個問題提出的解決方案結(jié)合起來,以農(nóng)民行為響應(yīng)作為切入點,探索解決這些問題的綜合性配套策略。
[Abstract]:After the reform of rural taxes and fees, agricultural water fee has become the only government charge item in the countryside. At present, the problems related to agricultural water fee have become one of the obstacles to the smooth development of rural stability, the "three rural issues" and the comprehensive reform of agricultural water price, and the elimination of these problems will be the key task of research and practice. Existing studies do not specifically analyse and comment on these existing key issues. For the first time, the paper analyzes the existing problems of water price, payment, subsidy and implementation of agricultural water in our country, and respectively combs and comments on the existing research on each issue. The research shows that these existing problems are as follows: water price is too low and little change, the reform is caught in a dilemma: farmers' willingness to pay is low, resistance, refusal to pay and negative emotion are obvious; (3) subsidy: the way of subsidy can not play a positive role in the regulation of farmers' behavior and the shaping of their consciousness. (4) the enforcement of water fee management is weak, the fairness is insufficient and the water conservancy facilities are not perfect, etc. This paper gives the following research and practice schemes on each problem, and thinks that under the condition that the rural economy is getting better and supporting agriculture and benefiting agriculture, the problem of agricultural water fee is no longer just a capital investment. The problems of technological transformation and system reform have also become a comprehensive problem which should be emphasized on the response of farmers' behavior, but this has been neglected in the current research and practice. Therefore, the next step of research and practice should continue to increase the research and practice in the aspects of capital investment, technical transformation and system design, and combine with the solutions proposed by each problem, and take the farmers' behavior response as the starting point. To explore comprehensive strategies to solve these problems.
