【摘要】:農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ),也是我國(guó)國(guó)民經(jīng)濟(jì)鏈條中最薄弱的環(huán)節(jié)。為了在總體上加速和推進(jìn)農(nóng)業(yè)信息化,“金農(nóng)工程”在1994年12月“國(guó)家經(jīng)濟(jì)信息化聯(lián)席會(huì)議”第三次會(huì)議上提出。作為國(guó)家電子政務(wù)建設(shè)的重要組成部分,“金農(nóng)工程”將以農(nóng)業(yè)電子政務(wù)為核心,以政府、農(nóng)戶、企業(yè)為服務(wù)對(duì)象,應(yīng)用現(xiàn)代信息技術(shù)對(duì)現(xiàn)有的政府形態(tài)和結(jié)構(gòu)、管理和運(yùn)作方式進(jìn)行信息化改造,提高政府的宏觀決策能力、監(jiān)管和服務(wù)水平,縮小數(shù)字鴻溝,力求把涉農(nóng)信息及時(shí)準(zhǔn)確地傳遞給農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)者,F(xiàn)代農(nóng)業(yè)數(shù)字化信息系統(tǒng)是結(jié)合地市級(jí)和縣級(jí)農(nóng)業(yè)管理單位在農(nóng)業(yè)管理、農(nóng)村管理等方面的需求,設(shè)計(jì)的集信息采集、發(fā)布、處理、存儲(chǔ)、開發(fā)應(yīng)用為一體的綜合應(yīng)用系統(tǒng),為農(nóng)業(yè)決策部門、管理部門、行業(yè)協(xié)會(huì)、普通農(nóng)戶和有關(guān)機(jī)構(gòu)提供農(nóng)業(yè)資源管理與決策支持手段,為社會(huì)提供全方位的農(nóng)業(yè)信息服務(wù),從整體上提高農(nóng)業(yè)工作的科學(xué)化、規(guī)范化水平。本論文正是針對(duì)上述問題,以現(xiàn)代農(nóng)業(yè)中的數(shù)字化信息系統(tǒng)為主要的研究對(duì)象,在深入分析現(xiàn)代農(nóng)業(yè)生產(chǎn)方式的基礎(chǔ)上,對(duì)現(xiàn)帶農(nóng)業(yè)生產(chǎn)方式的創(chuàng)新性和探索性研究。主要內(nèi)容為:農(nóng)業(yè)綜合管理信息系統(tǒng)建設(shè)的總體目標(biāo)是:采用先進(jìn)的“3S“和空間數(shù)據(jù)庫(kù)技術(shù),以計(jì)算機(jī)網(wǎng)絡(luò)為基礎(chǔ),以數(shù)據(jù)庫(kù)為核心,建立一個(gè)集RS、GIS、GPS、MIS、ES等技術(shù)于一體,準(zhǔn)確、高效、快速、全面、規(guī)范的農(nóng)業(yè)管理信息系統(tǒng)。充分利用GIS的技術(shù)特點(diǎn)和優(yōu)勢(shì),使農(nóng)業(yè)資源信息采集、信息發(fā)布、動(dòng)態(tài)監(jiān)測(cè)、分析、管理、決策與空間信息管理融為一體,直觀、形象、動(dòng)態(tài)地顯示各種農(nóng)業(yè)資源的空間分布狀況以及變化趨勢(shì)等。
[Abstract]:Agriculture is the foundation of the national economy and the weakest link in the chain of our national economy. In order to speed up and promote agricultural informatization in general, the "Jinnong Project" was put forward at the third meeting of "National Economic Informatization Joint Conference" in December 1994. As an important part of national e-government construction, "Jinnong Project" will take agricultural e-government as the core, government, farmers and enterprises as service objects, and apply modern information technology to the existing government form and structure. The management and operation mode should be reformed to improve the government's macro decision-making ability, supervise and service level, narrow the digital divide, and make every effort to transfer the agricultural information to the agricultural production operators in time and accurately. The modern agricultural digital information system is a comprehensive application system which integrates the needs of the prefecture-level and county-level agricultural management units in agricultural management, rural management, and so on, and integrates the collection, release, processing, storage, development and application of information. To provide agricultural resources management and decision support means for agricultural decision-making departments, management departments, trade associations, ordinary peasant households and relevant institutions, to provide all-round agricultural information services for society, and to improve the overall scientific nature of agricultural work. Standardization level. In this paper, aiming at the above problems, taking the digital information system in modern agriculture as the main research object, on the basis of the in-depth analysis of the modern agricultural production mode, the innovative and exploratory research on the present agricultural production mode is carried out. The main contents are as follows: the overall goal of the construction of integrated agricultural management information system is to adopt advanced "3s" and spatial database technologies, based on computer network and database as the core, to set up a collection of RSGISGISGPSN / MISNs and other technologies to be integrated and accurate. Efficient, fast, comprehensive, standardized agricultural management information system. By making full use of the technical characteristics and advantages of GIS, the agricultural resources information collection, information release, dynamic monitoring, analysis, management, decision making and spatial information management can be integrated into one, intuitive and vivid. The spatial distribution and changing trend of various agricultural resources are shown dynamically.
