【摘要】：農(nóng)田水利設(shè)施是農(nóng)業(yè)發(fā)展的基礎(chǔ),是保障國家糧食安全的重要因素,尤其是分布在田間地頭的小型農(nóng)田水利設(shè)施,其運(yùn)行效率更是直接影響農(nóng)業(yè)增產(chǎn)增收和農(nóng)戶生活水平的提高。但是,我國農(nóng)田水利設(shè)施相對老舊,越來越難以滿足農(nóng)業(yè)發(fā)展的需求,實(shí)行小型農(nóng)田水利農(nóng)戶參與供給是解決該問題的有效途徑。但從現(xiàn)實(shí)情況來看,農(nóng)戶參與小型農(nóng)田水利供給的積極性不高,這可能與小型農(nóng)田水利等公共產(chǎn)品供給中個(gè)人選擇與集體選擇不一致有關(guān)。而以地緣、血緣、親緣為基礎(chǔ)的關(guān)系網(wǎng)絡(luò),能將分散的個(gè)體成員相互連接起來,達(dá)到個(gè)體目標(biāo)與集體利益的統(tǒng)一,以促進(jìn)集體行動(dòng)的實(shí)現(xiàn),提高小型農(nóng)田水利供給過程中農(nóng)戶參與的程度。因此,本文以農(nóng)戶關(guān)系網(wǎng)絡(luò)為切入點(diǎn),研究小型農(nóng)田水利供給中農(nóng)戶參與供給的意愿。本文在對相關(guān)理論基礎(chǔ)進(jìn)行梳理的基礎(chǔ)上,根據(jù)寧夏、山東34村702份農(nóng)戶的調(diào)查數(shù)據(jù),從關(guān)系網(wǎng)絡(luò)視角,運(yùn)用Heckman兩階段模型研究農(nóng)戶參與小型農(nóng)田水利供給意愿及影響因素,其中包括農(nóng)戶是否愿意參與供給、農(nóng)戶愿意參與供給程度兩方面。本文通過實(shí)證分析,可得出以下結(jié)論:(1)總體來看,關(guān)系網(wǎng)絡(luò)對農(nóng)戶參與小型農(nóng)田水利供給意愿確實(shí)存在顯著的影響,在加入控制變量前后,模型估計(jì)結(jié)果比較穩(wěn)健。(2)關(guān)系網(wǎng)絡(luò)各變量對農(nóng)戶參與供給意愿的影響存在差異,關(guān)系投入的越多、關(guān)系規(guī)模越大,農(nóng)戶越愿意參與小型農(nóng)田水利供給,且愿意參與供給程度越高;而關(guān)系強(qiáng)度對農(nóng)戶是否愿意參與供給及愿意參與供給程度存在方向相反的影響,關(guān)系強(qiáng)度越強(qiáng),農(nóng)戶越愿意參與供給,但是其愿意參與供給程度越低。(3)農(nóng)戶參與小型農(nóng)田水利供給意愿還受農(nóng)戶個(gè)人特征、家庭特征、所在村莊特征的共同影響,但各特征影響情況存在顯著差異。
[Abstract]:Farmland and water conservancy facilities are the basis of agricultural development and an important factor in ensuring national food security, especially the small-scale irrigation and water conservancy facilities distributed in the fields. Its operational efficiency directly affects the increase of agricultural production and income and the improvement of farmers' living standard. However, the irrigation and water conservancy facilities in China are relatively old and it is becoming more and more difficult to meet the needs of agricultural development. The effective way to solve this problem is to carry out small-scale irrigation and water conservancy farmers' participation in supply, but from the point of view of reality, the enthusiasm of farmers to participate in small-scale irrigation and water conservancy supply is not high. This may be related to the inconsistency between individual choice and collective choice in the supply of public goods such as small-scale irrigation and water conservancy, and a network of relationships based on geography, blood, and kinship, which can connect scattered individual members to each other. To achieve the unity of individual goals and collective interests, to promote the realization of collective action, and to improve the participation of farmers in the supply process of small-scale farmland and water conservancy. On the basis of combing the relevant theoretical basis, according to the survey data of 702 peasant households in 34 villages of Ningxia and Shandong, from the perspective of relational network, this paper studies the willingness of farmers to participate in the supply of small-scale irrigation and water conservancy. Using Heckman two-stage model to study the willingness of farmers to participate in the supply of small-scale farmland water conservancy and its influencing factors, including whether the farmers are willing to participate in the supply and the farmers are willing to participate in the supply degree. We can draw the following conclusion: 1) in general, the relationship network does have a significant effect on the willingness of farmers to participate in the supply of small-scale farmland water conservancy, before and after adding control variables. The estimated results of the model are more robust. 2) the influence of the variables of the relationship network on farmers' willingness to participate in the supply is different. The more the relationship input, the larger the relationship scale, the more willing the farmers are to participate in the supply of small-scale farmland water conservancy. And the more willing to participate in the supply, and the stronger the relationship intensity has the opposite effect on whether farmers are willing to participate in supply and the more willing to participate in supply degree, the stronger the relationship intensity, the more willing farmers are to participate in supply. But its willingness to participate in the supply level is lower. 3) Farmers' willingness to participate in the supply of small-scale irrigation and water conservancy is also affected by their individual characteristics, family characteristics and the characteristics of their villages, but there are significant differences in the influence of each characteristic.
