【摘要】：發(fā)展低碳農(nóng)業(yè)是實(shí)現(xiàn)生態(tài)環(huán)境保護(hù)和農(nóng)業(yè)增產(chǎn)并舉的必然選擇,但總體看,財(cái)政政策對(duì)低碳農(nóng)業(yè)發(fā)展的支持力度不夠,存在農(nóng)業(yè)補(bǔ)貼的生態(tài)功能未能凸顯、農(nóng)村環(huán)保支出和低碳農(nóng)業(yè)科技研發(fā)投入不足、財(cái)政對(duì)新型農(nóng)業(yè)經(jīng)營(yíng)主體的培訓(xùn)支持力度不夠等問(wèn)題。我國(guó)應(yīng)主要從調(diào)整農(nóng)業(yè)補(bǔ)貼結(jié)構(gòu)、增加低碳農(nóng)業(yè)科技研發(fā)投入、加大財(cái)政對(duì)土地流轉(zhuǎn)和新型農(nóng)業(yè)經(jīng)營(yíng)主體培養(yǎng)的支持力度、建立低碳農(nóng)業(yè)預(yù)算支出科目等方面來(lái)促進(jìn)低碳農(nóng)業(yè)的發(fā)展。
[Abstract]:The development of low-carbon agriculture is an inevitable choice to realize ecological environment protection and agricultural production increase, but in general, the fiscal policy does not support the development of low-carbon agriculture sufficiently, and the ecological function of agricultural subsidies is not prominent. The rural environmental protection expenditure and low carbon agricultural science and technology R & D investment are insufficient, and the financial training support for the new agricultural operators is not enough. China should mainly adjust the agricultural subsidy structure and increase the low carbon agricultural science and technology R & D investment. In order to promote the development of low-carbon agriculture, we should increase the financial support for land circulation and the cultivation of new agricultural management subjects, and establish budget expenditure subjects for low-carbon agriculture.
