【摘要】：隨著化肥、農(nóng)藥的大量使用,畜禽養(yǎng)殖糞污等農(nóng)業(yè)廢棄物的大量產(chǎn)生,中國農(nóng)業(yè)面源污染防治形勢日益嚴峻。同時中國農(nóng)業(yè)面源污染防治存在投入不足、治理效率不高、投融資機制不健全、社會參與程度低等問題。本文在梳理中國農(nóng)業(yè)面源污染治理市場主體培育的相關政策與探索實踐基礎上,通過借鑒歐盟、美國、日本等發(fā)達國家和地區(qū)在農(nóng)業(yè)面源污染防治方面的經(jīng)驗,從強化政策法規(guī)制定、加大財政支持力度、實施農(nóng)業(yè)綠色補貼、推動落實稅收扶持政策、開展農(nóng)業(yè)面源排污權交易試點、因地制宜探索公私合營模式(PPP)等方面提出了相應的改進建議,以便為中國農(nóng)業(yè)面源污染治理市場主體培育提供技術支持。
[Abstract]:With the extensive use of chemical fertilizers and pesticides, and the production of agricultural wastes such as livestock and poultry manure, the situation of agricultural non-point source pollution prevention and control in China is becoming increasingly serious. At the same time, there is insufficient investment in the prevention and control of agricultural non-point source pollution in China, and the treatment efficiency is not high. On the basis of combing the relevant policies and exploring practice of the cultivation of the main body of agricultural non-point source pollution control market in China, this paper draws lessons from the European Union, the United States, and the United States, on the basis of the imperfect mechanism of investment and financing and the low degree of social participation. The experiences of Japan and other developed countries and regions in the prevention and control of agricultural non-point source pollution include strengthening the formulation of policies and regulations, increasing financial support, implementing agricultural green subsidies, and promoting the implementation of tax support policies. In order to provide technical support for the cultivation of the main body of agricultural non-point source pollution control market in China, the pilot project of agricultural non-point source emission right trading was carried out, and the corresponding improvement suggestions were put forward from the aspects of exploring the public-private partnership model according to local conditions.
