【摘要】：在中國(guó)工業(yè)化中產(chǎn)生的土地矛盾特征因地而異。內(nèi)蒙古牧區(qū)所面臨的問題則是草原土地資源的非牧化征占用,這是中央政府、地方政府、牧民以及有關(guān)企業(yè)等不同利益主體共同博弈的結(jié)果,其對(duì)中國(guó)生態(tài)、環(huán)境安全和草原牧區(qū)的可持續(xù)發(fā)展產(chǎn)生不利影響。用策略論分析表明,牧民在利益博弈過程中往往處于被動(dòng)、劣勢(shì)地位,若要達(dá)到有效保護(hù)牧區(qū)草原土地資源的目標(biāo),應(yīng)當(dāng)提升牧民在博弈過程中的地位,同時(shí)規(guī)范地方政府及企業(yè)的行為。
[Abstract]:The characteristics of land contradictions in China's industrialization vary from land to land. The problem faced by Inner Mongolia pastoral areas is the non-grazing and occupation of grassland land resources, which is the central government and local governments. The results of different stakeholders such as herdsmen and related enterprises have a negative impact on Chinese ecology, environmental security and the sustainable development of grassland and pastoral areas. Herdsmen are often in a passive and inferior position in the process of interest game. If we want to achieve the goal of effectively protecting grassland land resources in pastoral areas, we should enhance the position of herdsmen in the process of game. At the same time, regulate the behavior of local governments and enterprises.

【正文快照】： 一、引言 據(jù)有關(guān)數(shù)據(jù),2007年至2016年初內(nèi)蒙古自治區(qū)(以下簡(jiǎn)稱內(nèi)蒙古)工業(yè)比重由43.30%提高到51%;城鎮(zhèn)化率由50.20%上升到60.30%。[1]由此看出,內(nèi)蒙古經(jīng)濟(jì)發(fā)展中工業(yè)的主導(dǎo)地位已確立,城鎮(zhèn)化已達(dá)到較高水平。高速的工業(yè)化和城鎮(zhèn)化發(fā)展中必然會(huì)伴隨著大量的土地資源流向轉(zhuǎn)移。
