【摘要】：礦產(chǎn)資源安全開發(fā)利用是城市可持續(xù)發(fā)展的重要組成部分,城市可持續(xù)發(fā)展能力的提升對國民經(jīng)濟(jì)發(fā)展具有重要的戰(zhàn)略意義。結(jié)合物質(zhì)流分析思想和可持續(xù)發(fā)展分析系統(tǒng),從資源稟賦、環(huán)境保護(hù)、人力資本、經(jīng)濟(jì)基礎(chǔ)和政策因素五個方面構(gòu)建城市可持續(xù)發(fā)展能力評價指標(biāo)體系,并應(yīng)用DEA模型,以江西省11個地市為例,基于礦產(chǎn)資源安全視角下對2004—2013年的江西省各城市可持續(xù)發(fā)展競爭力進(jìn)行評價分析。結(jié)果表明:有7個地市在2010—2013年內(nèi)達(dá)到城市可持續(xù)發(fā)展能力的最高值,呈現(xiàn)良好的上升趨勢;不同地區(qū)間城市可持續(xù)發(fā)展能力差異性較大,且與地區(qū)經(jīng)濟(jì)發(fā)達(dá)程度非正相關(guān)。最后基于礦產(chǎn)資源安全視角下,對如何提升江西省各城市可持續(xù)發(fā)展能力提出簡要討論。
[Abstract]:The safe exploitation and utilization of mineral resources is an important part of the sustainable development of the city. The promotion of the sustainable development ability of the city is of great strategic significance to the development of the national economy. Combining the theory of material flow analysis and the analysis system of sustainable development, this paper constructs the evaluation index system of urban sustainable development capacity from five aspects: resource endowment, environmental protection, human capital, economic base and policy factors, and applies DEA model. Taking 11 cities and cities of Jiangxi Province as an example, the competitiveness of sustainable development of cities in Jiangxi Province from 2004 to 2013 is evaluated and analyzed from the perspective of mineral resources security. The results show that 7 cities reach the highest value of urban sustainable development capacity in 2010-2013, showing a good upward trend, and the urban sustainable development capacity of different regions is different, and it is not positively related to the degree of regional economic development.
