基于流程化的煤礦安全生產(chǎn)風(fēng)險(xiǎn)控制系統(tǒng)研究

【摘要】:本文通過對(duì)開灤集團(tuán)自建設(shè)以來所有事故的統(tǒng)計(jì),結(jié)合亞當(dāng)斯密事故致因理論和北川徹三事故致因理論,對(duì)原有事故金字塔進(jìn)行了修改,構(gòu)建了符合我國(guó)煤礦企業(yè)安全生產(chǎn)特征的新事故金字塔。結(jié)合本文所依托的項(xiàng)目,運(yùn)用JHA法、FMEA法和HAZOP法對(duì)杏花礦進(jìn)行了風(fēng)險(xiǎn)辨識(shí)、總結(jié)出隱患達(dá)8000種以上。隨后,利用新事故金字塔結(jié)合改進(jìn)的LECM法確立了一套煤礦考核制度,以此為基礎(chǔ)建立了煤礦風(fēng)險(xiǎn)管理體系。該風(fēng)險(xiǎn)管理體系引入了閉環(huán)管理和流程管理的理念,構(gòu)建了基于流程管理的煤礦隱患閉環(huán)管理體系,在此基礎(chǔ)上,研究、開發(fā)、設(shè)計(jì)了一套煤礦隱患閉環(huán)管理信息系統(tǒng)。將該系統(tǒng)應(yīng)用于杏花礦安全管理實(shí)踐中,取得了良好的效果。最后,本文應(yīng)用層次分析法對(duì)該礦的風(fēng)險(xiǎn)情況進(jìn)行了評(píng)價(jià);同時(shí),,應(yīng)用基于Markov鏈改進(jìn)的SPA法對(duì)該礦的安全整改效果進(jìn)行了預(yù)測(cè),再次證明了本系統(tǒng)的有效性和可行性。
[Abstract]:Based on the statistics of all accidents in Kailuan Group since its construction, combined with Adam Smith's accident cause theory and Beichuan's third accident cause theory, the original accident pyramid is modified. The pyramids of new accidents which accord with the characteristics of production safety of coal mine enterprises in China are constructed. Combined with the project supported in this paper, the risk identification of Xinghua Mine is carried out by using JHA, FMEA and HAZOP methods, and more than 8000 kinds of hidden dangers are summed up. Then, a coal mine assessment system is established by using the new accident pyramid combined with the improved LECM method, and the coal mine risk management system is established on this basis. This risk management system introduces the concepts of closed loop management and process management, and constructs a closed loop management system of coal mine hidden danger based on process management. On this basis, a set of closed loop management information system of coal mine hidden danger is studied, developed and designed. The system has been applied to the safety management practice of Xinghua Mine, and good results have been obtained. Finally, the paper evaluates the risk of the mine by using the analytic hierarchy process (AHP), and forecasts the effect of the mine's safety rectification by using the improved SPA method based on the Markov chain, which proves the effectiveness and feasibility of the system again.
