【摘要】：安全生產(chǎn)是保障人們生命健康、社會(huì)關(guān)系穩(wěn)定和諧的重要因素,是人民根本利益之所在,同時(shí)也是社會(huì)經(jīng)濟(jì)穩(wěn)定發(fā)展的重要保證。煤礦行業(yè)是高危型生產(chǎn)行業(yè),對(duì)安全的需求程度相對(duì)較高。然而全國(guó)每年的煤礦事故導(dǎo)致的死亡率卻居高不下,煤礦安全問(wèn)題變得越發(fā)嚴(yán)重,重特大事故頻繁發(fā)生。根據(jù)煤礦專家近三十年的統(tǒng)計(jì)數(shù)據(jù)顯示,超過(guò)八成的煤礦事故都是人的因素造成的。所以,人的因素是影響煤礦安全生產(chǎn)最重要的因素,而煤礦安全培訓(xùn)能夠加強(qiáng)煤礦工作人員的安全知識(shí)與技能,提高安全意識(shí),轉(zhuǎn)變安全態(tài)度,有效地改變安全習(xí)慣,最終實(shí)現(xiàn)期望的安全行為表現(xiàn)。因此,如何加強(qiáng)和規(guī)范煤礦安全培訓(xùn)教育工作,對(duì)于全面建設(shè)小康社會(huì),落實(shí)科學(xué)發(fā)展觀,構(gòu)建和諧社會(huì)主義都有著非常重要的價(jià)值和意義。本文基于安全培訓(xùn)相關(guān)理論特別是成人學(xué)習(xí)理論,采用系統(tǒng)分析方法,構(gòu)建了一種煤礦新型安全培訓(xùn)教育模式,該種模式區(qū)別于傳統(tǒng)煤礦安全培訓(xùn)教育模式,對(duì)當(dāng)前及今后的煤礦安全培訓(xùn)將具有重要的指導(dǎo)與借鑒意義。本文所構(gòu)建的煤礦新型安全培訓(xùn)教育模式以培訓(xùn)理論為基礎(chǔ),以煤礦安全生產(chǎn)實(shí)際要求為例證,分析了當(dāng)前我國(guó)煤礦安全培訓(xùn)教育模式存在的主要問(wèn)題,并構(gòu)建了新型安全培訓(xùn)教育模式,融入了培訓(xùn)需求、培訓(xùn)計(jì)劃設(shè)計(jì)、實(shí)施以及培訓(xùn)效果評(píng)估等方面,構(gòu)建了一套完整的煤礦新型安全培訓(xùn)教育模式,并提出了該新型安全培訓(xùn)教育模式實(shí)施的保障措施,從組織體系、制度建設(shè)、后勤保障以及成果轉(zhuǎn)化四個(gè)方面進(jìn)行了具體的闡述。本文所設(shè)計(jì)構(gòu)建的煤礦新型安全培訓(xùn)教育模式能夠快速發(fā)現(xiàn)煤礦企業(yè)從業(yè)人員安全培訓(xùn)的不足,使培訓(xùn)有的放矢,有針對(duì)性地培養(yǎng)煤礦企業(yè)從業(yè)人員安全技能,激發(fā)并強(qiáng)化煤礦從業(yè)人員的優(yōu)勢(shì)與潛能,同時(shí)為煤礦企業(yè)儲(chǔ)備具有核心能力素質(zhì)的人才。本研究對(duì)于煤礦企業(yè)強(qiáng)化員工安全培訓(xùn)、科學(xué)進(jìn)行人力資源管理具有一定的現(xiàn)實(shí)指導(dǎo)意義。
[Abstract]:Safety production is an important factor to ensure people's life and health, social relations stability and harmony, is the people's fundamental interests, but also is an important guarantee for the stable development of social economy. Coal mine industry is a high-risk production industry, the demand for safety is relatively high. However, the death rate caused by coal mine accidents in China is high every year, the coal mine safety problems become more and more serious, serious accidents occur frequently. According to the statistics of coal mine experts for nearly 30 years, more than 80% of coal mine accidents are caused by human factors. Therefore, the human factor is the most important factor affecting coal mine safety production, and coal mine safety training can enhance the safety knowledge and skills of coal mine workers, enhance safety awareness, change safety attitude, and effectively change safety habits. Finally achieve the desired performance of the security behavior. Therefore, how to strengthen and standardize the work of coal mine safety training and education is of great value and significance for building a well-off society in an all-round way, implementing the scientific concept of development and building harmonious socialism. Based on the theory of safety training, especially the theory of adult learning, a new mode of safety training education in coal mine is constructed by using systematic analysis method, which is different from the traditional mode of safety training education in coal mine. It will have important guidance and reference significance for current and future coal mine safety training. Based on the training theory and the actual requirements of coal mine safety production, this paper analyzes the main problems existing in the coal mine safety training education mode in our country. A new safety training education model is constructed, which integrates the training demand, the training plan design, the implementation and the training effect evaluation, and constructs a complete new safety training education model in coal mine. This paper also puts forward the security measures for the implementation of the new safety training and education model, including the organization system, the system construction, the logistics support and the transformation of the results. The new safety training education model designed in this paper can quickly find out the shortage of safety training for employees in coal mining enterprises, and make the training targeted and relevant to train the safety skills of employees in coal mining enterprises. To stimulate and strengthen the advantages and potentials of coal miners, and to reserve talents with core competence for coal mining enterprises. This study is of practical significance for coal mine enterprises to strengthen staff safety training and scientific human resource management.
