【摘要】：近年來,我省經(jīng)濟(jì)保持穩(wěn)定快速發(fā)展,生產(chǎn)經(jīng)營模式趨于多元化,與此同時(shí),安全生產(chǎn)形勢也日趨嚴(yán)峻,安全生產(chǎn)的監(jiān)管監(jiān)察工作面臨著前所未有的挑戰(zhàn),以人工為主的傳統(tǒng)安全生產(chǎn)監(jiān)管模式已經(jīng)難以滿足新形勢下的需求,成為了制約安全生產(chǎn)工作的主要因素,因此,以現(xiàn)代計(jì)算機(jī)及網(wǎng)絡(luò)通信技術(shù)為核心,建立高效、快捷、穩(wěn)定、可靠的安全生產(chǎn)信息化體系,全面推進(jìn)安全生產(chǎn)信息化,以先進(jìn)的科學(xué)技術(shù)手段來監(jiān)督、管理安全生產(chǎn)行為成為了解決目前安全生產(chǎn)工作面臨困境的主要途徑和突破口。本文針對上述情況,研究設(shè)計(jì)了一套包含信息報(bào)送、檢查監(jiān)督、決策支持等功能的安全生產(chǎn)綜合信息化系統(tǒng)平臺。首先,本文從安全生產(chǎn)事故總量、死亡人數(shù)、經(jīng)濟(jì)損失三個(gè)角度綜合比較分析了我省的安全生產(chǎn)形勢,指出了我省事故防范壓力大、重點(diǎn)行業(yè)領(lǐng)域問題突出的現(xiàn)狀,針對當(dāng)前嚴(yán)峻的安全生產(chǎn)現(xiàn)狀,詳細(xì)地介紹了我省安全生產(chǎn)的政務(wù)目標(biāo)、業(yè)務(wù)目標(biāo)、作業(yè)目標(biāo)、信息化目標(biāo),并根據(jù)安全生產(chǎn)業(yè)務(wù)數(shù)據(jù)的主要來源和產(chǎn)生過程,分析了系統(tǒng)對具體功能和性能的需求。然后,根據(jù)系統(tǒng)設(shè)計(jì)的原則和策略,提出了我省安全生產(chǎn)監(jiān)管監(jiān)察信息化系統(tǒng)的總體框架,主要包含了行業(yè)監(jiān)管、煤礦監(jiān)察、綜合監(jiān)管和公共服務(wù)四個(gè)部分,并對系統(tǒng)總體技術(shù)架構(gòu)、總體業(yè)務(wù)架構(gòu)、總體安全架構(gòu)進(jìn)行了設(shè)計(jì)并做了詳細(xì)功能介紹。進(jìn)而,本文對系統(tǒng)信息資源規(guī)劃方案、云數(shù)據(jù)中心建設(shè)方案、數(shù)據(jù)管理方案進(jìn)行了規(guī)劃設(shè)計(jì),并對四大應(yīng)用系統(tǒng)分別在基礎(chǔ)管理、安全監(jiān)管、決策分析、事故調(diào)查與統(tǒng)計(jì)等方面做了詳細(xì)的方案設(shè)計(jì),據(jù)此給出了終端系統(tǒng)建設(shè)方案。最后,從投入-產(chǎn)出比和系統(tǒng)的積極作用等角度分析了系統(tǒng)建設(shè)的經(jīng)濟(jì)效益與社會效益兩方面的積極貢獻(xiàn)。本系統(tǒng)的構(gòu)建可促進(jìn)我省安全生產(chǎn)監(jiān)督管理的規(guī)范化、科學(xué)化、體系化,起到安全預(yù)警與保障的作用,使事故隱患在源頭上得以消除和控制,不僅可以減少事故的發(fā)生,還可提高我省安全生產(chǎn)工作的綜合業(yè)務(wù)辦事效率,從而提高我省安全生產(chǎn)監(jiān)督管理的整體水平。
[Abstract]:In recent years, the economy of our province has maintained stable and rapid development, and the production and management models have tended to be diversified. At the same time, the situation of production safety is becoming increasingly serious, and the supervision and supervision of production safety is facing unprecedented challenges. The traditional mode of supervision and control of production safety based on manpower has been difficult to meet the needs of the new situation and has become the main factor restricting the work of safety in production. Therefore, with modern computer and network communication technology as the core, the establishment of efficient and fast, The stable and reliable production safety information system, the comprehensive promotion of safety production information, the supervision of advanced scientific and technological means, and the management of safe production behavior have become the main way and breakthrough to solve the dilemma of safety production work at present. In view of the above situation, this paper studies and designs a comprehensive information system platform for safety production, which includes the functions of information reporting, inspection and supervision, decision support and so on. First of all, this paper comprehensively compares and analyzes the situation of safety production in our province from three angles: total number of accidents, death toll and economic loss, and points out the current situation of the province that the pressure of accident prevention is great and the problems in key industries are prominent. In view of the present severe situation of safe production, this paper introduces in detail the government affairs target, business target, operation target, information target of safety production in our province, and according to the main source and production process of safe production business data, The requirements of the system for specific function and performance are analyzed. Then, according to the principles and strategies of the system design, the paper puts forward the overall framework of the information system of supervision and supervision of production safety in our province, which mainly includes four parts: industry supervision, coal mine supervision, comprehensive supervision and public service. And the overall technical framework, the overall business architecture, the overall security architecture is designed and detailed functions are introduced. Furthermore, this paper has carried on the planning design to the system information resource plan, the cloud data center construction plan, the data management plan, and has carried on the planning design to the four application systems separately in the basic management, the security supervision, the decision-making analysis, The detailed scheme design of accident investigation and statistics is given, according to which the terminal system construction scheme is given. Finally, from the point of view of the input-output ratio and the positive effect of the system, this paper analyzes the positive contributions of the economic and social benefits of the system construction. The construction of the system can promote the standardization, science and systematization of the supervision and management of safety production in our province, play the role of early warning and guarantee of safety, eliminate and control the hidden trouble of accidents at the source, and not only reduce the occurrence of accidents, It can also improve the efficiency of the comprehensive work of production safety in our province, thus improving the overall level of supervision and management of production safety in our province.
