【摘要】：基于山西省中小煤礦兼并重組的實(shí)例,對(duì)政策約束下的各類煤礦行為進(jìn)行實(shí)證分析,證實(shí)了政府政策的預(yù)期與煤礦實(shí)際行為存在偏離。政府政策的制定應(yīng)將煤礦行為納入考慮之中,適當(dāng)放松行政手段的調(diào)控力度,才能達(dá)到政府的預(yù)期目標(biāo)。
[Abstract]:Based on the example of merger and reorganization of small and medium-sized coal mines in Shanxi Province, this paper makes an empirical analysis of all kinds of coal mine behaviors under policy constraints, and proves that there is a deviation between the expectation of government policy and the actual behavior of coal mines. The formulation of government policy should take coal mine behavior into consideration and relax the regulation and control of administrative means properly in order to achieve the expected goal of the government.
