煤礦職工安全素質(zhì)評(píng)價(jià)體系建立及應(yīng)用

【摘要】:調(diào)查分析了2010年~2015年我國(guó)安全生產(chǎn)事故發(fā)生數(shù)量及死亡人數(shù),以及重大安全生產(chǎn)事故發(fā)生類別等相關(guān)權(quán)威統(tǒng)計(jì)數(shù)據(jù),表明我國(guó)安全生產(chǎn)形式依然嚴(yán)峻,安全生產(chǎn)監(jiān)管和管理仍需加強(qiáng)。確定了影響煤礦安全生產(chǎn)事故的關(guān)鍵因素是人的不安全行為即“人”的因素。減少和控制煤礦職工不安全行為因素從而減少安全生產(chǎn)事故發(fā)生的根本性措施是提高職工安全素質(zhì)。1)科學(xué)合理的論證和確定了煤礦職工安全素質(zhì)概念和框架內(nèi)容,理清了安全素質(zhì)體系建立的理論基礎(chǔ)。為煤礦職工安全素質(zhì)測(cè)評(píng)體系的構(gòu)建明確了目的,為安全素質(zhì)測(cè)評(píng)試題的編制劃定了科學(xué)合理的范圍。2)建立了煤礦職工安全素質(zhì)測(cè)評(píng)指標(biāo)體系,體系主要由煤礦職工安全能力、安全知識(shí)、安全生理及安全心理4個(gè)主要維度、11個(gè)二級(jí)指標(biāo)和44個(gè)三級(jí)具體指標(biāo)組成。隨后采用多元層次分析方法對(duì)各級(jí)指標(biāo)進(jìn)行分析計(jì)算,確定主要測(cè)評(píng)指標(biāo)權(quán)重。為煤礦職工安全素質(zhì)測(cè)評(píng)體系的建立和測(cè)評(píng)試題的編制提供科學(xué)合理的依據(jù)。3)編制了可用于考核和確定煤礦職工安全素質(zhì)的110道測(cè)評(píng)試題。同時(shí)對(duì)職工安全素質(zhì)測(cè)評(píng)試題進(jìn)行了信度和效度檢驗(yàn)。檢驗(yàn)結(jié)果表明,編制的安全素質(zhì)測(cè)評(píng)試題具有科學(xué)合理性,完全可用于煤礦職工安全素質(zhì)測(cè)評(píng)。統(tǒng)計(jì)分析測(cè)試結(jié)果表明,制約煤礦職工安全素質(zhì)高低的關(guān)鍵因素是職工的安全能力和安全知識(shí)。4)煤礦企業(yè)為提高煤礦職工的安全素質(zhì),應(yīng)采取增加煤礦安全技術(shù)投入和提高職工安全能力,加強(qiáng)對(duì)煤礦職工的安全宣傳教育,增加職工安全知識(shí)的儲(chǔ)備,增強(qiáng)安全生產(chǎn)意識(shí),牢固樹立安全生產(chǎn)理念,構(gòu)建合理且穩(wěn)定的職工隊(duì)伍,加強(qiáng)煤礦企業(yè)之間的溝通和交流等多方面綜合措施。
[Abstract]:Based on the investigation and analysis of the relevant authoritative statistical data, such as the number of accidents in production safety and the number of deaths from 2010 to 2015 in China, as well as the types of major accidents in production, the results show that the form of safety in production is still severe in our country. Supervision and management of production safety still need to be strengthened. It is determined that the key factor affecting coal mine safety accidents is human unsafe behavior, that is, "human". Reducing and controlling unsafe behavior factors of coal mine workers in order to reduce safety. The fundamental measure for the occurrence of production accidents is to improve the safety quality of workers. 1) the concept and framework of safety quality of coal mine workers are scientifically and reasonably demonstrated and determined. The theoretical basis for the establishment of the safety quality system is clarified, and the purpose for the construction of the safety quality evaluation system for coal mine workers is clarified. The scientific and reasonable scope of safety quality test is defined. 2) the evaluation index system of coal mine workers' safety quality is established. The system is mainly made up of coal mine workers' safety ability and safety knowledge. The four main dimensions of safety physiology and safety psychology are composed of 11 secondary indexes and 44 third-level concrete indexes. Then the multivariate analytic hierarchy process is used to analyze and calculate the indexes at all levels. To determine the weight of the main evaluation indexes. To provide a scientific and reasonable basis for the establishment of the safety quality assessment system of coal mine workers and the compilation of test questions. 3) to compile 110 test tests that can be used to assess and determine the safety quality of coal mine workers. At the same time, the reliability and validity of the safety quality test were tested. The safety quality test is scientific and reasonable, and can be used to evaluate the safety quality of coal mine workers. The key factor restricting the safety quality of coal mine workers is the safety ability and safety knowledge of the workers. 4) in order to improve the safety quality of the coal mine workers, the coal mine enterprises should increase the input of the coal mine safety technology and improve the safety ability of the workers. Strengthen the safety propaganda and education to the coal mine workers, increase the safety knowledge reserve of the workers and staff, strengthen the safety production consciousness, firmly establish the safe production idea, build up the reasonable and stable staff and workers, To strengthen the communication and communication between coal mining enterprises and other comprehensive measures.
