【摘要】：當(dāng)前國內(nèi)關(guān)于能源問題的研究忽略了能源開采過程中存在的正義問題。文章通過對重要產(chǎn)煤區(qū)濟(jì)寧市的分析,發(fā)現(xiàn)不公正現(xiàn)象具體體現(xiàn)在,當(dāng)?shù)匾蛎禾块_采而形成的沉陷區(qū)的地理-社會分布中——鄉(xiāng)村成為采煤沉陷問題的主要安置地,村民也因此承擔(dān)了更多的代價。審視相關(guān)資料,可以發(fā)現(xiàn)這種不公正現(xiàn)象形成的原因與公共權(quán)力相關(guān),是公共權(quán)力有意安排的結(jié)果。然而令鄉(xiāng)村居民所遭遇的環(huán)境不公正問題變得更為嚴(yán)重的是,在當(dāng)前社會背景下,針對"被犧牲鄉(xiāng)村"的居民所設(shè)置的救濟(jì)制度不僅未能發(fā)揮應(yīng)有的效用,反而制造了更為激烈的社會矛盾,鄉(xiāng)村居民也因此遭受了更為嚴(yán)重的不公正對待,而這種狀況的產(chǎn)生則與制度安排相關(guān)。就此而言,本個案豐富了國內(nèi)關(guān)于能源和環(huán)境正義問題的認(rèn)知,展現(xiàn)了環(huán)境正義問題形成和應(yīng)對中存在的"中國式"困局。通過分析該個案,本文認(rèn)為針對環(huán)境正義問題的分析不能簡單套用西方的傳統(tǒng)環(huán)境正義理論,而應(yīng)當(dāng)結(jié)合中國的社會現(xiàn)實,以"中國式"框架分析"中國式"問題。
[Abstract]:The current domestic research on energy problems ignores the problem of justice in the process of energy exploitation. Through the analysis of Jining City, an important coal-producing area, it is found that the unfair phenomenon is embodied in, In the geographical and social distribution of the local subsidence areas resulting from coal mining, villages and villages have become the main resettlement sites for coal mining subsidence problems, and the villagers have also borne more of the cost. Look at the relevant information. It can be found that the causes of this injustice are related to the public power and are the result of the deliberate arrangement of the public power. However, what makes the environmental injustices encountered by rural residents more serious is that, in the current social context, The relief system set up for the residents of the "sacrificed villages" has not only failed to play its due role, but also created more intense social contradictions, and rural residents have suffered more serious injustices as a result. The emergence of this situation is related to the institutional arrangements. In this context, this case enriches the understanding of energy and environmental justice issues in the country. It shows the "Chinese" dilemma in the formation and response of the environmental justice problem. By analyzing the case, this paper argues that the analysis of the environmental justice problem cannot simply apply the western traditional environmental justice theory. We should combine the social reality of China and analyze the problem of "Chinese style" in the frame of "Chinese style".
