【摘要】：隨著科學(xué)技術(shù)的不斷發(fā)展,科學(xué)爭(zhēng)議相伴而生,面對(duì)爭(zhēng)議如何實(shí)施有效地治理,是當(dāng)前形勢(shì)下亟待解決的問(wèn)題。對(duì)比多種研究路徑最終選取符合綜合分析思路且體現(xiàn)多元參與科學(xué)治理模式的公民認(rèn)識(shí)論作為分析維度,并結(jié)合我國(guó)轉(zhuǎn)基因食品爭(zhēng)議現(xiàn)狀進(jìn)行深入研究,分析我國(guó)在治理爭(zhēng)議過(guò)程中參與主體的行為特征以及存在的問(wèn)題,嘗試總結(jié)出我國(guó)公民認(rèn)識(shí)論的特征,為形成合理的政府、專(zhuān)家、公眾三者和諧互動(dòng)的科學(xué)治理模式提供參考。第一章闡明本文的研究意義、研究目的和研究方法;綜合分析了國(guó)內(nèi)外學(xué)者面對(duì)科學(xué)爭(zhēng)議帶來(lái)的巨大挑戰(zhàn)是如何從科學(xué)治理角度尋求回應(yīng)、解決之法的。第二章通過(guò)探究科學(xué)爭(zhēng)議出現(xiàn)的原因,凸顯當(dāng)前科學(xué)爭(zhēng)議帶來(lái)了諸多方面的挑戰(zhàn),面對(duì)挑戰(zhàn)急需尋找有效的科學(xué)治理模式來(lái)予以應(yīng)對(duì)。第三章從參與主體視角介紹公民認(rèn)識(shí)論維度下的科學(xué)治理的新思路,具體區(qū)分政府、專(zhuān)家、公眾在科學(xué)治理過(guò)程中扮演的不同角色、履行的不同職責(zé)。第四章由中國(guó)知網(wǎng)的數(shù)據(jù)統(tǒng)計(jì)結(jié)果得出我國(guó)轉(zhuǎn)基因食品爭(zhēng)議的焦點(diǎn)是關(guān)于其安全性之爭(zhēng)。第五章結(jié)合我國(guó)轉(zhuǎn)基因食品安全性爭(zhēng)議現(xiàn)狀,以公民認(rèn)識(shí)論的視角分析我國(guó)的科學(xué)治理措施和存在的問(wèn)題,并嘗試歸納出治理過(guò)程中體現(xiàn)的公民認(rèn)識(shí)論特征,為后續(xù)研究提供理論補(bǔ)充和參考。
[Abstract]:With the development of science and technology, scientific disputes come into being, and how to solve them effectively is an urgent problem to be solved. Comparing various research paths to select the citizen epistemology which accords with the comprehensive analysis thought and embodies the multiple participation in the scientific governance model as the analysis dimension, and carries on the thorough research in the light of the current situation of the genetically modified food dispute in our country. This paper analyzes the behavior characteristics and existing problems of the participants in the process of governing disputes in China, tries to summarize the characteristics of the epistemology of Chinese citizens, and provides a reference for the formation of a reasonable scientific governance model of harmonious interaction among the government, experts and the public. The first chapter clarifies the significance, purpose and method of this paper, and analyzes comprehensively how scholars at home and abroad, facing the enormous challenge brought by scientific disputes, seek a response from the angle of scientific governance to solve the problem. The second chapter explores the causes of scientific disputes, highlights the current scientific disputes brought many challenges, facing the challenge is urgent to find an effective scientific governance model to deal with. The third chapter introduces the new ideas of scientific governance under the dimension of citizen epistemology from the perspective of participating subject, and specifically distinguishes the different roles and duties of government, experts and the public in the process of scientific governance. The fourth chapter draws the conclusion that the focus of the dispute is about the safety of transgenic food. The fifth chapter analyzes the scientific governance measures and existing problems in China from the perspective of citizen epistemology, and tries to sum up the characteristics of civil epistemology in the process of governance. To provide theoretical supplement and reference for follow-up research.
