【摘要】：眾所周知，隨著社會生產(chǎn)力與經(jīng)濟(jì)的發(fā)展，技術(shù)創(chuàng)新已經(jīng)成為經(jīng)濟(jì)增長的源泉。歷史證明：創(chuàng)新的目的就是為了提高產(chǎn)業(yè)的效率，這個結(jié)論的前提條件是創(chuàng)新本身也應(yīng)具備一定的效率。但如果這個過程中，創(chuàng)新本身缺乏效率，那么在一定程度上就弱化了創(chuàng)新的意義�，F(xiàn)今技術(shù)創(chuàng)新已經(jīng)成為制造業(yè)各行業(yè)發(fā)展的重要推動力量，而技術(shù)創(chuàng)新效率又是衡量技術(shù)創(chuàng)新的重要指標(biāo)，所以比較技術(shù)創(chuàng)新效率的高低就成為衡量制造業(yè)經(jīng)濟(jì)發(fā)展水平和技術(shù)創(chuàng)新水平的重要手段。本文從三個方面綜合研究技術(shù)創(chuàng)新活動的效率：技術(shù)創(chuàng)新資源投入的使用情況、新產(chǎn)品研發(fā)情況以及產(chǎn)出層面，這樣的研究思路有利于準(zhǔn)確認(rèn)識創(chuàng)新主體的技術(shù)創(chuàng)新過程，為進(jìn)一步提高技術(shù)創(chuàng)新效率提供理論支撐。 本文在初步界定技術(shù)創(chuàng)新效率概念的基礎(chǔ)上，采用理論和實(shí)踐相結(jié)合的方法，分析了技術(shù)創(chuàng)新效率的影響因素以及評價方法，并著重探討了使用DEA方法評價技術(shù)創(chuàng)新效率的可行性。本文從投入和產(chǎn)出角度，把技術(shù)創(chuàng)新過程分為研發(fā)過程和商業(yè)實(shí)現(xiàn)過程，并以此為基礎(chǔ)構(gòu)建了廣西技術(shù)創(chuàng)新效率評價指標(biāo)。依據(jù)廣西省十五計劃期間的統(tǒng)計數(shù)據(jù)，利用了超效率DEA模型，分別計算2010年廣西制造業(yè)26個行業(yè)的研發(fā)效率、商業(yè)實(shí)現(xiàn)效率和技術(shù)創(chuàng)新效率，，能清晰地看到各行業(yè)所處的位置和無效率產(chǎn)生的階段，并對2006—2010年五年間制造業(yè)各行業(yè)的技術(shù)創(chuàng)新效率進(jìn)行動態(tài)發(fā)展趨勢分析，然后總結(jié)歸納出影響廣西制造業(yè)技術(shù)創(chuàng)新效率的一些行業(yè)特點(diǎn)因素和所有制因素，利用TOBIT模型進(jìn)行實(shí)證分析，找出影響廣西制造業(yè)技術(shù)創(chuàng)新效率的因素，并提出有針對性的解決辦法。 最后基于實(shí)證研究的結(jié)果，并結(jié)合廣西具體情況，提出了提高廣西制造業(yè)技術(shù)創(chuàng)新效率的對策建議。
[Abstract]:As we all know, with the development of social productivity and economy, technological innovation has become the source of economic growth. History proves that the purpose of innovation is to improve the efficiency of industry, and the precondition of this conclusion is that innovation itself should also have certain efficiency. But if innovation itself lacks efficiency in this process, it weakens the meaning of innovation to some extent. Nowadays, technological innovation has become an important driving force for the development of various industries in the manufacturing industry, and the efficiency of technological innovation is an important indicator to measure technological innovation. Therefore, comparing the efficiency of technological innovation has become an important means to measure the level of economic development and technological innovation of manufacturing industry. This paper comprehensively studies the efficiency of technological innovation activities from three aspects: the use of technological innovation resources, the research and development of new products and the level of output. Such research ideas are helpful to accurately understand the technological innovation process of the main body of innovation. To further improve the efficiency of technological innovation to provide theoretical support. On the basis of defining the concept of technological innovation efficiency, this paper analyzes the influencing factors and evaluation methods of technological innovation efficiency by combining theory with practice. The feasibility of using DEA method to evaluate the efficiency of technological innovation is also discussed. From the angle of input and output, this paper divides the process of technological innovation into R & D process and commercial realization process, and constructs the evaluation index of Guangxi's technological innovation efficiency based on it. Based on the statistical data of Guangxi Province during the 10th Five-Year Plan, the efficiency of R & D, commercial realization and technological innovation of 26 manufacturing industries in Guangxi in 2010 were calculated by using the super-efficiency DEA model. Can clearly see the position of each industry and the stage of inefficiency, and analyze the dynamic development trend of technological innovation efficiency of manufacturing industry during the five years from 2006 to 2010. Then it summarizes some industry characteristic factors and ownership factors that affect the efficiency of Guangxi manufacturing technological innovation, and makes an empirical analysis by using TOBIT model to find out the factors that affect the efficiency of Guangxi manufacturing technological innovation. And put forward targeted solutions. Finally, based on the results of empirical research and the specific situation of Guangxi, the countermeasures and suggestions to improve the efficiency of technological innovation in Guangxi manufacturing industry are put forward.
