船聯(lián)網(wǎng)跨區(qū)域數(shù)據(jù)資源整合與管理體系的研究

【摘要】:隨著國家加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和建設(shè)“兩型”社會,水路運(yùn)輸這種典型的低碳運(yùn)輸方式由于其運(yùn)能大、占地少、能耗低、污染小的獨(dú)特優(yōu)勢使得水運(yùn)運(yùn)輸規(guī)模在不斷地擴(kuò)大。但目前我國內(nèi)河航運(yùn)信息服務(wù)系統(tǒng)中各部門、地區(qū)間數(shù)據(jù)資源不能共享,數(shù)據(jù)資源的整合與管理在總體設(shè)計上缺乏統(tǒng)一的規(guī)劃,在頂層設(shè)計上缺乏統(tǒng)一的規(guī)范,在信息服務(wù)上缺乏跨省市的相關(guān)平臺,在關(guān)鍵技術(shù)上缺乏深入研究。如何整合數(shù)據(jù)信息資源,加強(qiáng)跨部門、跨地區(qū)數(shù)據(jù)資源協(xié)同和共享,為船聯(lián)網(wǎng)工程實(shí)施提供保障已經(jīng)成為急需解決的問題。 本論文依托交通運(yùn)輸部重大科技專項“長三角及京杭運(yùn)河水系的智能航運(yùn)信息服務(wù)關(guān)鍵技術(shù)研究及應(yīng)用示范(簡稱船聯(lián)網(wǎng))”。在提出船聯(lián)網(wǎng)概念、建設(shè)目標(biāo)以及體系結(jié)構(gòu)的基礎(chǔ)上,結(jié)合長三角地區(qū)內(nèi)河運(yùn)輸?shù)木唧w情況,利用信息資源規(guī)劃方法進(jìn)行分析和研究,通過航運(yùn)數(shù)據(jù)模型的建立,得出了船聯(lián)網(wǎng)跨區(qū)域數(shù)據(jù)資源整合的具體實(shí)現(xiàn),提出了數(shù)據(jù)資源管理體系中跨區(qū)域數(shù)據(jù)交換平臺、跨區(qū)域數(shù)據(jù)服務(wù)平臺、跨區(qū)域航運(yùn)數(shù)據(jù)分析平臺和跨區(qū)域數(shù)據(jù)管控平臺的建設(shè),給出了跨區(qū)域航運(yùn)數(shù)據(jù)共享機(jī)制和規(guī)范。 本文解決了對多種大量跨區(qū)域數(shù)據(jù)進(jìn)行整理、融合、分析,,實(shí)現(xiàn)跨區(qū)域數(shù)據(jù)傳輸、資源共享,為業(yè)務(wù)系統(tǒng)應(yīng)用和決策支持提供方便,為船聯(lián)網(wǎng)的建設(shè)提供了數(shù)據(jù)支撐,使得我國內(nèi)河航運(yùn)服務(wù)更加系統(tǒng)化,有利于提高我國內(nèi)河航運(yùn)服務(wù)信息化水平。
[Abstract]:With the acceleration of the transformation of the economic development mode and the construction of a "two-oriented" society, the typical low-carbon transport mode, water transport, is expanding because of its unique advantages of large capacity, small land occupation, low energy consumption and small pollution. Sources can not be shared, integration and management of data resources in the overall design of the lack of a unified plan, lack of unified top-level design specifications, lack of cross-province and city-related platforms in information services, lack of in-depth research on key technologies. Ensuring the implementation of ship interconnection project has become an urgent problem.
This paper relies on the key technology research and application demonstration of intelligent shipping information service in the Yangtze River Delta and the Beijing-Hangzhou Canal (referred to as "ship networking"), which is a major science and technology project of the Ministry of Transportation. The planning method is analyzed and studied. Through the establishment of the shipping data model, the concrete realization of the integration of cross-regional data resources in the ship network is obtained. The construction of cross-regional data exchange platform, cross-regional data service platform, cross-regional shipping data analysis platform and cross-regional data management and control platform in the data resource management system is proposed. Cross regional shipping data sharing mechanisms and norms have been put forward.
This paper solves the problem of arranging, integrating, analyzing a large number of cross-regional data, realizing cross-regional data transmission and resource sharing, providing convenience for business system application and decision support, providing data support for the construction of ship networking, making inland river shipping services more systematic, and improving the informatization of inland river shipping services in China.
