區(qū)域停車設(shè)施綜合規(guī)劃方法研究

【摘要】:“停車難”一直是世界各國共同面對(duì)的問題。造成這一問題出現(xiàn)的本質(zhì)原因是區(qū)域停車設(shè)施的供需不平衡,首先是停車設(shè)施的總量供給不足,其次是區(qū)域停車設(shè)施布局規(guī)劃不合理,造成停車設(shè)施使用率不均衡。為解決這一矛盾,不可能單純通過增加停車設(shè)施來滿足日益增長的停車需求,合理布局停車設(shè)施,調(diào)節(jié)停車設(shè)施的配置結(jié)構(gòu)是提高停車設(shè)施使用率,解決停車難問題的有效途徑。本論文主要對(duì)區(qū)域停車需求分布、停車設(shè)施綜合規(guī)劃和停車設(shè)施布局優(yōu)化三個(gè)問題進(jìn)行研究。在停車需求預(yù)測方面,提出了停車需求預(yù)測的修正和改善模型,該模型可以確定不同用地性質(zhì)的停車需求,從而建立起用地性質(zhì)的特性與停車需求區(qū)域分布的關(guān)聯(lián)。對(duì)停車設(shè)施綜合規(guī)劃問題,結(jié)合土地利用與路網(wǎng)布局結(jié)構(gòu),比較路內(nèi)外停車差異性,依據(jù)區(qū)域停車需求的分布預(yù)測結(jié)果,建立了考慮路內(nèi)外停車功能互補(bǔ)及匹配關(guān)系的、綜合停車設(shè)施建造者、使用者及管理者三方效益最優(yōu)的停車設(shè)施綜合規(guī)劃模型,并對(duì)模型的求解進(jìn)行了研究。對(duì)區(qū)域停車設(shè)施布局優(yōu)化問題,在區(qū)域停車設(shè)施綜合規(guī)劃的基礎(chǔ)上,建立了路內(nèi)停車帶與路外協(xié)調(diào)布局的優(yōu)化模型,提出了路外停車設(shè)施的布局優(yōu)化原則。另外還對(duì)建筑物停車配建指標(biāo)等提出了優(yōu)化建議。論文以長沙市望城區(qū)規(guī)劃區(qū)停車設(shè)施布局規(guī)劃為例,說明了提出的模型與方法的實(shí)際運(yùn)用情況。區(qū)域停車設(shè)施的綜合布局規(guī)劃優(yōu)化是在停車供給總量一定的條件下緩解停車難問題的有效途徑之一。本論文中結(jié)合土地利用特征的分析、區(qū)域停車需求預(yù)測分布和路網(wǎng)結(jié)構(gòu)功能關(guān)系,對(duì)路內(nèi)外停車設(shè)施布局及配建停車設(shè)施配建指標(biāo)進(jìn)行綜合優(yōu)化,建立布局規(guī)劃優(yōu)化模型來求解確定區(qū)域停車設(shè)施優(yōu)化布局方案的方法,為區(qū)域停車規(guī)劃、布局優(yōu)化與決策分析提供了理論指導(dǎo)和實(shí)踐參考。
[Abstract]:"Parking difficulty" has always been a common problem in the world. The essential reason for this problem is that the supply and demand of parking facilities in the region is not balanced. First, the total supply of parking facilities is insufficient. Secondly, the layout of parking facilities is unreasonable and the utilization rate of parking facilities is not balanced. It is impossible to solve this contradiction. Only by increasing parking facilities to meet the growing parking demand, the rational layout of parking facilities and the adjustment of the configuration of parking facilities is an effective way to improve the utilization rate of parking facilities and solve the problem of parking difficulties. This paper mainly deals with three problems in the distribution of parking demand, the comprehensive planning of parking and the layout of parking facilities and the optimization of parking facilities layout. The model of parking demand prediction correction and improvement is put forward in terms of parking demand forecast. This model can determine the parking demand of different land use properties, and establish the relationship between the characteristics of the land use and the regional distribution of parking demand. Compared with the difference of parking in and out of the road, according to the distribution forecast results of regional parking demand, a comprehensive planning model of parking facilities is established, which considers the complementarity and matching of parking function, the builders of parking facilities, the three party of users and managers, and studies the solution of the model type. On the basis of the comprehensive planning of regional parking facilities, the optimization model of the coordinated layout of the parking zone and the outside of the road is set up on the basis of the comprehensive planning of the regional parking facilities. The optimization principle of the layout of the parking facilities outside the road is put forward. In addition, the optimization suggestions for the parking and construction indexes of the buildings are also put forward. The paper takes the layout of the parking facilities in the Wangcheng district planning area of Changsha as a layout plan. The comprehensive layout planning and optimization of regional parking facilities is one of the effective ways to alleviate the problem of parking difficulty. In this paper, combining the analysis of land use characteristics, regional parking needs to predict distribution and function relationship of road network structure. The layout of internal and external parking facilities and the allocation of parking facilities are optimized comprehensively, and the layout planning optimization model is established to solve the method of determining the optimal layout scheme of regional parking facilities. It provides theoretical guidance and Practice for regional parking planning, layout optimization and decision analysis.
