基于SUE的高速公路收費(fèi)定價(jià)策略研究

【摘要】:我國(guó)高速公路的快速發(fā)展,對(duì)社會(huì)經(jīng)濟(jì)的發(fā)展有著巨大的促進(jìn)作用,但目前在高速公路的收費(fèi)管理方面,理論研究較為缺乏。隨著高速公路產(chǎn)業(yè)的日益發(fā)展,高速公路的規(guī)劃管理者、投資經(jīng)營(yíng)者與使用者共同作為費(fèi)率制定的決策者都對(duì)合理制定收費(fèi)費(fèi)率有著迫切的需求,以使得三個(gè)決策者之間的利益目標(biāo)得以實(shí)現(xiàn)。另外高速公路合理收費(fèi)費(fèi)率的制定不僅對(duì)道路效益的發(fā)揮有著很大的影響,還關(guān)系到高速公路的擁堵與安全等問(wèn)題,因此,對(duì)高速公路合理收費(fèi)費(fèi)率的制定進(jìn)行理論研究顯得至關(guān)重要。 本文通過(guò)對(duì)高速公路的收費(fèi)費(fèi)率的相關(guān)影響因素進(jìn)行了系統(tǒng)的分析,主要以交通量與收費(fèi)費(fèi)率之間的關(guān)系為主線,結(jié)合經(jīng)濟(jì)學(xué)方面的理論知識(shí),綜合考慮了高速公路的規(guī)劃管理者、投資經(jīng)營(yíng)者以及用戶三者的利益目標(biāo),提出一種基于SUE的高速公路收費(fèi)定價(jià)雙層規(guī)劃模型。主要的研究?jī)?nèi)容包括: 首先,對(duì)高速公路收費(fèi)理論的基礎(chǔ)進(jìn)行總結(jié)分析,說(shuō)明高速公路收費(fèi)的合理性,并對(duì)高速公路收費(fèi)費(fèi)率的影響因素進(jìn)行系統(tǒng)分析,其中收費(fèi)費(fèi)率的主要影響因素為交通量與收費(fèi)總收入,再將交通量與收費(fèi)費(fèi)率進(jìn)行量化建立函數(shù)關(guān)系式對(duì)其之間關(guān)系進(jìn)行說(shuō)明。 其次,對(duì)構(gòu)成廣義出行費(fèi)用的主要因素(主要包括時(shí)間費(fèi)用、運(yùn)營(yíng)成本與收費(fèi)費(fèi)用)進(jìn)行仔細(xì)分析,用時(shí)間價(jià)值作為時(shí)間與費(fèi)用之間的轉(zhuǎn)換系數(shù)將費(fèi)用轉(zhuǎn)換成時(shí)間量綱,并建立路段阻抗函數(shù),再根據(jù)阻抗函數(shù)建立路徑選擇模型對(duì)隨機(jī)用戶均衡模型進(jìn)行交通流分配過(guò)程進(jìn)行說(shuō)明; 再次,對(duì)高速公路的級(jí)差效益進(jìn)行分析,并建立高速公路用戶節(jié)省效益模型,綜合考慮高速公路慮了高速公路的規(guī)劃管理者、投資經(jīng)營(yíng)者以及用戶三者的利益關(guān)系,并結(jié)合上述隨機(jī)用戶均衡模型,建立基于SUE的高速公路收費(fèi)定價(jià)雙層規(guī)劃模型; 最后,通過(guò)運(yùn)用實(shí)例對(duì)模型進(jìn)行測(cè)算驗(yàn)證,結(jié)果表明綜合考慮多方?jīng)Q策者的利益所構(gòu)建的模型具有一定的適用性,且其制定的合理收費(fèi)費(fèi)率較傳統(tǒng)的收費(fèi)費(fèi)率制定方法更能促使高速公路的效益得以充分發(fā)揮,并提出一些制定合理費(fèi)率的相關(guān)措施。
[Abstract]:The rapid development of freeway in our country has great promoting effect on the development of social economy, but at present, the theoretical research on toll management of expressway is relatively lacking. With the increasing development of expressway industry, the decision makers of highway planning managers, investment operators and users all have an urgent need to set reasonable toll rates. So that the interests of the three policy makers can be achieved. In addition, the establishment of reasonable toll rates not only has a great impact on the exertion of road benefits, but also has a bearing on the congestion and safety of expressways, so, It is very important to make a theoretical study on the reasonable toll rate of expressway. This paper makes a systematic analysis of the related factors affecting the toll rate of expressway, mainly taking the relationship between traffic volume and toll rate as the main line, combining with the theoretical knowledge of economics. Considering the benefit objectives of expressway planning managers, investment managers and users, a two-tier planning model of expressway toll pricing based on SUE is proposed. The main research contents include: first, summarize and analyze the basis of expressway toll theory, explain the rationality of highway toll, and analyze the influencing factors of expressway toll rate systematically. The main influencing factors of toll rate are traffic volume and charge total revenue, and the relationship between traffic volume and charge rate is explained by establishing a functional relationship between traffic volume and charge rate. Secondly, the main factors (including time cost, operating cost and charge cost) that constitute the generalized travel cost are analyzed carefully, and the time value is used as the conversion coefficient between the time and the cost to convert the cost into the dimension of time. The section impedance function is established, and then the path selection model is established according to the impedance function to explain the traffic flow distribution process of the stochastic user equilibrium model. Thirdly, the differential benefit of expressway is analyzed. In addition, the model of saving benefit of expressway users is established, which considers the interests of expressway planning managers, investment managers and users, and combines the above stochastic user equilibrium model. A two-tier programming model of freeway toll pricing based on SUE is established. Finally, the model is verified by an example, and the result shows that the model constructed by considering the interests of multiple decision makers has certain applicability. Compared with the traditional method, the reasonable toll rate can promote the benefit of freeway, and put forward some relevant measures to make the reasonable rate.
