【摘要】：隨著我國經(jīng)濟(jì)的快速發(fā)展，越來越多的社會(huì)矛盾和問題突顯出來，并不斷惡化，社會(huì)風(fēng)險(xiǎn)不斷積累。腐敗、就業(yè)、工程質(zhì)量、食品安全等影響社會(huì)穩(wěn)定問題不斷涌現(xiàn)，極大的影響了整個(gè)社會(huì)的穩(wěn)定。其主要原存在于整個(gè)事件的社會(huì)穩(wěn)定評價(jià)不足，忽略了事件起初的整體社會(huì)穩(wěn)定風(fēng)險(xiǎn)評價(jià)，影響事件的順利實(shí)施和可持續(xù)性的發(fā)揮。 公路工程項(xiàng)目可行性研究階段社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析內(nèi)容從項(xiàng)目背景、工程方案、路線走向、建設(shè)規(guī)模、交通量預(yù)測、、沿線環(huán)境等方面進(jìn)行，其中涉及的社會(huì)穩(wěn)定風(fēng)險(xiǎn)因素很多，能有效的識(shí)別項(xiàng)目整體面臨的風(fēng)險(xiǎn)，準(zhǔn)確提出具有針對性、有效性、可行性及全面性的風(fēng)險(xiǎn)對策，規(guī)避并減少項(xiàng)目風(fēng)險(xiǎn)的發(fā)生，為整個(gè)項(xiàng)目健康、穩(wěn)定和可持續(xù)性的發(fā)展起到關(guān)鍵性的作用。 論文闡述了公路項(xiàng)目可行性研究階段的社會(huì)穩(wěn)定分析工作的整體思路、內(nèi)容、步驟和方法，運(yùn)用層次分析法確定風(fēng)險(xiǎn)指標(biāo)，初步研究并建立了公路項(xiàng)目可行性研究階段的社會(huì)穩(wěn)定風(fēng)險(xiǎn)評價(jià)指標(biāo)體系。文章以內(nèi)蒙古自治區(qū)省道201線哈達(dá)圖至海拉爾段一級公路工程可行性研究階段的社會(huì)穩(wěn)定風(fēng)險(xiǎn)分析項(xiàng)目為研究對象，結(jié)合項(xiàng)目的實(shí)際，以該評價(jià)指標(biāo)體系為基礎(chǔ)，論證了社會(huì)風(fēng)險(xiǎn)分析的全過程。該指標(biāo)體系充分考慮項(xiàng)目的合法性、合理性、可行性及可控性的有機(jī)結(jié)合，用定性和定量分析相結(jié)合的方法確定源頭及存在的主要問題，從而有針對性的提出風(fēng)險(xiǎn)對策，規(guī)避并降低風(fēng)險(xiǎn)因素的影響。為項(xiàng)目的相關(guān)責(zé)任主體提供了努力的方向，，保證了項(xiàng)目的順利實(shí)施和運(yùn)行。
[Abstract]:With the rapid development of our country's economy, more and more social contradictions and problems are highlighted, and the social risks are continuously accumulated. Corruption, employment, engineering quality, food safety and other issues affecting social stability continue to emerge, greatly affecting the stability of the whole society. Its main existence in the whole event of social stability evaluation is insufficient, ignoring the event at the beginning of the overall social stability risk assessment, affecting the smooth implementation of the event and sustainable play. The risk analysis of social stability in the feasibility study stage of highway engineering projects is carried out from the aspects of project background, project scheme, route direction, construction scale, traffic volume prediction, environment along the route, and so on. There are many risk factors involved in social stability. Can effectively identify the risks faced by the whole project, accurately put forward targeted, effective, feasible and comprehensive risk countermeasures, avoid and reduce the occurrence of project risks, for the health of the whole project, Stable and sustainable development plays a key role. This paper expounds the whole idea, content, steps and methods of the social stability analysis in the feasibility study stage of highway project, and uses AHP to determine the risk index. The risk evaluation index system of social stability in the feasibility study stage of highway project is preliminarily studied and established. This paper takes the risk analysis project of social stability in the stage of feasibility study of first-class highway engineering in Hailaotu and Hailaer section in Inner Mongolia Autonomous region as the research object, combining with the actual situation of the project, based on the evaluation index system. The whole process of social risk analysis is demonstrated. This index system fully considers the legitimacy, rationality, feasibility and controllability of the project, and uses the method of qualitative and quantitative analysis to determine the source and the main problems, so as to put forward the risk countermeasures. Avoid and reduce the impact of risk factors. It provides the direction for the responsible subjects of the project and ensures the smooth implementation and operation of the project.
