泥石流危害橋隧工程易損性評價

【摘要】:為將泥石流災害損失評價由宏觀價值評判提升至可為工程服務,曾提出了基于結構損毀程度評判的工程易損性概念。然而,諸如橋隧工程在遭受泥石流危害時,僅靠結構損毀程度無法正確判定實際災情,會導致對功能完全損失而結構受損較輕的受災工況"輕"判、功能尚可而結構損毀較重的受災工況"重"判。鑒于此,在原有結構損毀程度評判的基礎上,通過增加承災特征、線路規(guī)格、恢復成本等橋隧工程使用功能的影響因素,形成了既關注"結構損毀",又重視"功能損失"的泥石流危害橋隧工程易損性評價方法。實例分析表明,該方法克服了單一結構評判的不足,與現場災情更為相符。這豐富并發(fā)展了工程易損性評價的內涵,使評價結果更為全面、合理,對正確預判或驗證橋隧工程遭受泥石流危害受災情況,合理妥善地準備或及時準確地啟動應急預案,具有重要意義。
[Abstract]:In order to improve the evaluation of debris flow disaster loss from macroscopic value evaluation to engineering service, the concept of engineering vulnerability based on structural damage degree evaluation was put forward. However, for example, when bridge and tunnel engineering is damaged by debris flow, it can not correctly judge the actual disaster situation by merely relying on the degree of structural damage, which will lead to the "light" judgment of the disaster condition in which the function is completely lost and the structure is less damaged. Function and structure damage more serious disaster conditions, "heavy" judgment. In view of this, on the basis of the evaluation of the damage degree of the original structure, by increasing the disaster bearing characteristics, line specifications, restoration cost and other factors affecting the use of bridge and tunnel engineering functions, A method to evaluate the vulnerability of debris flow to bridge and tunnel works is formed, which not only pays attention to "structural damage" but also "function loss". The analysis of examples shows that the method overcomes the shortage of single structure evaluation and is more consistent with the disaster situation in the field. This enriches and develops the connotation of engineering vulnerability evaluation, and makes the evaluation results more comprehensive and reasonable. In order to correctly predict or verify the damage of bridge and tunnel projects affected by debris flow, the emergency plans can be properly prepared or started in time and accurately. It is of great significance.
