美國公路基礎(chǔ)設(shè)施融資危機(jī)、變革趨勢及啟示

【摘要】:深入分析美國公路融資機(jī)制的變革趨勢對(duì)于完善我國公路融資體制具有很強(qiáng)的借鑒意義。利用文獻(xiàn)調(diào)查法和比較分析法,系統(tǒng)分析了美國公路融資危機(jī)的產(chǎn)生原因,探究了美國公路融資機(jī)制的變革趨勢,在此基礎(chǔ)上提出完善我國公路融資體制的若干建議。研究結(jié)果表明:由于通貨膨脹的影響、車輛燃油效率的提高、建設(shè)和養(yǎng)護(hù)成本的增加、融資收入的分流等諸多因素的影響,以燃油稅為核心的融資機(jī)制再也無力支撐美國日益龐大的公路建設(shè)資金需求,導(dǎo)致其出現(xiàn)了較為嚴(yán)重的公路融資危機(jī),同時(shí)也促使公路融資機(jī)制出現(xiàn)了新趨勢,尤其是"收費(fèi)融資"趨勢的上升。借鑒美國經(jīng)驗(yàn),我國現(xiàn)階段應(yīng)該堅(jiān)持公路收費(fèi)制度并不斷加以完善;優(yōu)化融資結(jié)構(gòu),降低融資風(fēng)險(xiǎn);完善收費(fèi)公路特許經(jīng)營,逐步推廣PPP模式;建立完善的收費(fèi)公路行業(yè)規(guī)制體制等。
[Abstract]:It is of great significance to analyze the reform trend of American highway financing mechanism for perfecting the highway financing system in our country. By using the method of literature investigation and comparative analysis, this paper systematically analyzes the causes of the highway financing crisis in the United States, probes into the reform trend of the highway financing mechanism in the United States, and puts forward some suggestions on how to perfect the highway financing system in China. The results show that, because of the influence of inflation, the improvement of vehicle fuel efficiency, the increase of construction and maintenance cost, the diversion of financing income, and so on, The financing mechanism with fuel tax as the core is no longer able to support the increasing demand for highway construction funds in the United States, which has led to a serious road financing crisis and a new trend in the highway financing mechanism. In particular, the trend of "charge financing" is on the rise. Drawing lessons from the American experience, our country should adhere to the highway toll system and constantly improve it at the present stage; optimize the financing structure, reduce the financing risk, perfect the toll road franchise, and gradually popularize the PPP model. Establish a sound toll road industry regulation system.
