【摘要】：我國(guó)內(nèi)河資源十分豐富,充分發(fā)揮內(nèi)河航運(yùn)的優(yōu)勢(shì),不僅可以降低航運(yùn)的成本,而且對(duì)節(jié)能減排目標(biāo)的實(shí)現(xiàn)都具有重要的意義。同時(shí),隨著經(jīng)濟(jì)規(guī)模的擴(kuò)大,運(yùn)輸需求呈大幅度增長(zhǎng)趨勢(shì),與資源、能源、環(huán)境的矛盾也將日益突出。發(fā)展內(nèi)河航運(yùn),能夠最大限度地節(jié)約土地資源、減少能源消耗、降低環(huán)境污染,有效緩解資源、環(huán)境的壓力,是實(shí)現(xiàn)我國(guó)交通可持續(xù)發(fā)展的必然要求。 本文對(duì)錢(qián)塘江中上游貨船標(biāo)準(zhǔn)化方案進(jìn)行研究與分析,以期推進(jìn)該航道內(nèi)貨船的標(biāo)準(zhǔn)化工作的開(kāi)展。文中闡述了研究的背景、意義以及國(guó)內(nèi)外研究現(xiàn)狀,介紹了錢(qián)塘江中上游航道現(xiàn)狀與規(guī)劃,分析了錢(qián)塘江中上游貨船標(biāo)準(zhǔn)化工作開(kāi)展的現(xiàn)狀以及面臨的主要問(wèn)題,明確實(shí)施貨船標(biāo)準(zhǔn)化的重要性,重點(diǎn)探討了貨船標(biāo)準(zhǔn)化方案的制定與實(shí)施問(wèn)題,并簡(jiǎn)要的對(duì)貨船船型主尺度、型線、布局的標(biāo)準(zhǔn)化進(jìn)行了分析,提出了促進(jìn)錢(qián)塘江中上游貨船標(biāo)準(zhǔn)化方案實(shí)施的保障措施。錢(qián)塘江中上游貨船的標(biāo)準(zhǔn)化是一項(xiàng)系統(tǒng)性的、綜合性的、復(fù)雜的工程,需要從行政、法律、技術(shù)、經(jīng)濟(jì)等諸多方面采取相應(yīng)的保障措施,才能夠推進(jìn)貨船標(biāo)準(zhǔn)化方案的順利實(shí)施。
[Abstract]:The resources of inland rivers are very rich in our country. To give full play to the advantages of inland navigation can not only reduce the cost of shipping, but also play an important role in achieving the goal of energy saving and emission reduction. At the same time, with the expansion of economic scale, transportation demand is increasing by a large margin, and the contradiction with resources, energy and environment will become increasingly prominent. The development of inland waterway shipping can save land resources, reduce energy consumption, reduce environmental pollution, and effectively relieve the pressure of resources and environment, which is the inevitable requirement to realize the sustainable development of transportation in China. This paper studies and analyzes the standardization scheme of cargo ships in the middle and upper reaches of Qiantang River in order to promote the standardization of cargo ships in the channel. In this paper, the background, significance and current situation of research at home and abroad are described. The present situation and planning of channel in the middle and upper reaches of Qiantang River are introduced, and the status quo and main problems faced by the standardization of cargo ships in the middle and upper reaches of Qiantang River are analyzed. The importance of carrying out the standardization of freighters is made clear, and the formulation and implementation of the scheme of standardization of freighters are discussed emphatically, and the standardization of the main dimensions, lines and layouts of cargo ships is analyzed briefly. This paper puts forward the safeguard measures to promote the implementation of the standardization scheme of cargo ships in the middle and upper reaches of Qiantang River. The standardization of cargo ships in the middle and upper reaches of the Qiantang River is a systematic, comprehensive and complex project that requires appropriate safeguards from administrative, legal, technical, economic and other aspects. In order to promote the smooth implementation of the cargo ship standardization program.
