【摘要】：高速公路運營狀況和服務質(zhì)量等也已引起社會的普遍關(guān)注。如何更加有效發(fā)揮高速公路大容量通行、高質(zhì)量服務等優(yōu)勢，可采取的方式方法很多。除硬件條件不斷上檔次、上水平外，強化高速公路運營管理卻是當前和今后一段時期的核心工作。從高速公路運營管理角度來講，管理標準體系建設(shè)是推動高速公路運營管理規(guī)范化、高效化的重要基礎(chǔ)。而國內(nèi)在此方面的研究甚少，已有的研究也很不系統(tǒng)，基于此，如何構(gòu)建適合我國國情的高速公路運營管理標準體系，正是本文研究的核心和目的。 本文對高速公路運營管理標準體系領(lǐng)域的研究進展進行了調(diào)查，，對高速公路運營管理標準體系相關(guān)概念進行了理論界定。通過分析高速公路運營管理現(xiàn)狀和問題，提出構(gòu)建我國高速公路運營管理標準體系的重要性和必要性。在此基礎(chǔ)上，詳細論述了構(gòu)建高速公路運營管理標準體系的目標、屬性、原則以及內(nèi)涵，闡述了構(gòu)建內(nèi)容及構(gòu)建的各個環(huán)節(jié)，確定了高速公路運營管理標準體系的總體框架，并明晰了總框架下各子系統(tǒng)的劃分。最后，總結(jié)提出了構(gòu)建具體措施建議。
[Abstract]:Expressway operation condition and service quality have also caused the general concern of the society.There are many ways and means to give full play to the advantages of high capacity traffic and high quality service.In addition to the continuous upgrading and upgrading of hardware conditions, strengthening expressway operation and management is the core work at present and in the future.From the point of view of expressway operation management, the construction of management standard system is an important foundation to promote the standardization and high efficiency of expressway operation management.But the domestic research in this respect is very few, the existing research is also not systematic, based on this, how to construct the expressway operation management standard system suitable for the national conditions of our country, is the core and the goal of this paper.In this paper, the research progress in the field of expressway operation management standard system is investigated, and the related concepts of expressway operation management standard system are theoretically defined.By analyzing the present situation and problems of expressway operation and management, the importance and necessity of constructing the standard system of expressway operation and management in China are put forward.On this basis, the paper discusses in detail the goal, attribute, principle and connotation of constructing the expressway operation management standard system, expounds the construction content and each link of the construction, and determines the overall frame of the expressway operation management standard system.And the division of subsystems under the general framework is clarified.Finally, the author puts forward some concrete measures and suggestions.
