【摘要】：港口是水運(yùn)的重要環(huán)節(jié),因其特有的優(yōu)勢(shì),在國(guó)際物流中占有重要地位。隨著經(jīng)濟(jì)發(fā)展迅速,港口物流信息化程度越來(lái)越高。隨著信息技術(shù)的發(fā)展,港口面向業(yè)務(wù)流程的信息化程度越來(lái)越高,于此相比港口計(jì)費(fèi)信息化程度卻嚴(yán)重落后,成為了港口服務(wù)質(zhì)量提高的瓶頸。 計(jì)費(fèi)管理是港口商務(wù)管理的重要管理部門(mén),其主要是針對(duì)港口發(fā)生的各項(xiàng)業(yè)務(wù),根據(jù)合同規(guī)則和其他規(guī)定進(jìn)行收費(fèi)。由于計(jì)費(fèi)規(guī)則復(fù)雜,計(jì)費(fèi)事實(shí)數(shù)據(jù)量大,人工計(jì)費(fèi)勞動(dòng)量大,計(jì)費(fèi)效率很低,計(jì)費(fèi)正正確性難以保證,計(jì)算和檢驗(yàn)經(jīng)常會(huì)發(fā)生重復(fù),浪費(fèi)了大量的人力成本,影響了整體港口服務(wù)效率。港口企業(yè)業(yè)務(wù)信息化的快速發(fā)展,也引領(lǐng)計(jì)費(fèi)管理的信息化進(jìn)入了一個(gè)新的階段。 目前港口企業(yè)信息化主要是針對(duì)整體業(yè)務(wù)流程,將計(jì)費(fèi)作為整個(gè)業(yè)務(wù)流程的一個(gè)節(jié)點(diǎn)來(lái)進(jìn)行研究,實(shí)現(xiàn)自動(dòng)計(jì)費(fèi)。但是面對(duì)復(fù)雜多變的計(jì)費(fèi)需求,計(jì)費(fèi)系統(tǒng)的柔性化擴(kuò)展有待實(shí)現(xiàn)。本文對(duì)計(jì)費(fèi)的研究主要是從工程的角度,對(duì)計(jì)費(fèi)系統(tǒng)的業(yè)務(wù)流程、柔性化計(jì)費(fèi)架構(gòu)、計(jì)費(fèi)系統(tǒng)柔性化實(shí)現(xiàn)進(jìn)行分析和研究。該系統(tǒng)實(shí)現(xiàn)了整個(gè)廣州港集團(tuán)的統(tǒng)一集中管理,增加了信息流動(dòng)強(qiáng)度,便于集團(tuán)管理下屬子公司。 實(shí)現(xiàn)計(jì)費(fèi)功能的柔性化擴(kuò)展是本文研究的主要內(nèi)容。本文在自動(dòng)計(jì)費(fèi)系統(tǒng)的基礎(chǔ)上,通過(guò)分析總結(jié),提取出擴(kuò)展計(jì)費(fèi)功能的方案,實(shí)現(xiàn)了快速穩(wěn)定地?cái)U(kuò)展系統(tǒng)計(jì)費(fèi)功能的需求,即實(shí)現(xiàn)了計(jì)費(fèi)功能的柔性化擴(kuò)展。這是港口計(jì)費(fèi)管理的一大進(jìn)步。適應(yīng)了港口靈活多變的計(jì)費(fèi)需求,實(shí)現(xiàn)了系統(tǒng)功能的快速穩(wěn)定擴(kuò)展。
[Abstract]:Port is an important link of waterway transportation, because of its unique advantage, it occupies an important position in international logistics. With the rapid development of economy, the information level of port logistics becomes higher and higher. With the development of information technology, The information level of port oriented business process is becoming higher and higher, but compared with the information level of port accounting, it has become the bottleneck of port service quality improvement. Accounting management is an important management department of port business management. It mainly aims at the various business happening in the port and charges according to the contract rules and other regulations. Because of the complexity of charging rules, the amount of accounting facts is large. The labor of manual accounting is large, the efficiency of charging is very low, the correctness of charging is difficult to guarantee, the calculation and inspection will often be repeated, and a large amount of manpower cost will be wasted. It affects the efficiency of port service. The rapid development of port business information also leads the accounting management information into a new stage. At present, the information of port enterprise is mainly aimed at the whole business process, the accounting is regarded as a node of the whole business process to carry on the research, realize the automatic charging, but in the face of the complicated and changeable charging demand, The flexible expansion of billing system needs to be realized. In this paper, the research on billing is mainly from the point of view of engineering, the business process of billing system, flexible billing architecture, This system realizes the unified centralized management of the whole Guangzhou Port Group, increases the intensity of information flow, and is convenient for the group to manage its subsidiaries. The flexible expansion of charging function is the main content of this paper. On the basis of automatic billing system, this paper extracts the scheme of extending charging function by analyzing and summarizing. It realizes the requirement of extending the charging function of the system quickly and stably, that is, the flexible expansion of the charging function, which is a great progress of the port accounting management, and adapts to the flexible charging demand of the port. The fast and stable expansion of the system function is realized.
