【摘要】:在某種意義上,企業(yè)管理就等于績效管理。企業(yè)績效管理體系的優(yōu)劣,深刻影響著企業(yè)的整個運營與管理體系的生機與活力,對于企業(yè)的發(fā)展意義深遠。因此,如何正確地評價組織績效與員工績效,進而對各種資源進行合理配置,并形成科學有效的績效管理體系成為各國管理學學者研究的核心問題。探討建立行之有效的綜合績效管理體系,其目的在于優(yōu)化管理程序,提高工作效率,增強管理的科學性,合理配置資源,健全激勵機制,最終使企業(yè)更好、更快地實現其組織目標,使企業(yè)在競爭中立于不敗之地。 上世紀八十年代,改革開放促進我國經濟快速發(fā)展,高速公路作為交通命脈應運而生。作為本文研究對象的山東高速股份,其成立于1999年11月16日,2002年3月18日在上海證券交易所成功上市(股票代碼600350),注冊資本48.11億元。公司是大型國有控股上市公司,主要從事高速公路、橋梁等交通基礎設施投資、經營和管理,其核心競爭力主要來自于豐富的經營管理經驗和自身資源優(yōu)勢所形成的路橋運營服務能力。歷年來,績效考核體系在山東高速股份內部得到了持續(xù)的推廣、應用,實施效果明顯,對于規(guī)范各權屬單位運營管理,提高公司人力資源管理水平,推動公司又好又快發(fā)展發(fā)揮了積極作用。 隨著公司多元化發(fā)展戰(zhàn)略的確立和實施,當前的績效管理體系需要在更大程度上支持公司戰(zhàn)略目標的實現。為滿足公司新的發(fā)展戰(zhàn)略需求,要對現有的制度體系做全面的分析,建立更加完善、高效、科學、先進的績效管理體系。 因此,本文以山東高速績效管理體系為例,,對該體系的運行現狀進行了調研和分析,綜合診斷評價,分析優(yōu)劣勢,找出問題和不足,綜合運用先進的績效管理理論,優(yōu)化完善設計方案,進一步健全完善公司監(jiān)管和激勵約束機制,為實現整個企業(yè)戰(zhàn)略目標提供支撐,同時希望能夠對其他同類企業(yè)起到參考借鑒的作用。
[Abstract]:In a sense, enterprise management is equal to performance management. The merits and demerits of enterprise performance management system deeply affect the vitality and vitality of the whole operation and management system of enterprises, and have far-reaching significance for the development of enterprises. How to correctly evaluate organizational performance and employee performance, and then allocate all kinds of resources reasonably, And to form a scientific and effective performance management system has become the core problem of management scholars in various countries. The purpose of establishing an effective comprehensive performance management system is to optimize management procedures, improve work efficiency and enhance the scientific nature of management. Rational allocation of resources and sound incentive mechanism will ultimately make the enterprise better and faster to achieve its organizational goal and make the enterprise in an invincible position in the competition. In -20s, the reform and opening to the outside world promoted the rapid economic development of our country, and the expressway came into being as the lifeblood of traffic. It was established on November 16th 1999 and was successfully listed on the Shanghai Stock Exchange on March 18th 2002 (stock symbol 600350, with a registered capital of four billion eight hundred and eleven million yuan). The company is a large state-controlled listed company, mainly engaged in highway, bridge and other transportation infrastructure investment. The core competence of management and management mainly comes from the road and bridge operation and service ability formed by rich management experience and its own resource advantage. Over the years, the performance appraisal system has been continuously popularized and applied in Shandong high speed stock. The effect of implementation is obvious, which has played a positive role in standardizing the operation and management of all property rights units, improving the level of human resources management of the company, and promoting the company to develop well and quickly. With the establishment and implementation of the diversified development strategy, the current performance management system needs to support the realization of the strategic objectives of the company to a greater extent. We should make a comprehensive analysis of the existing system and establish a more perfect, efficient, scientific and advanced performance management system. Therefore, taking Shandong high speed performance management system as an example, this paper investigates and analyzes the running status of this system, synthetically diagnoses and evaluates, analyzes the advantages and disadvantages, finds out the problems and shortcomings, and synthetically applies the advanced performance management theory. Optimize and perfect the design scheme, further perfect the company supervision and incentive and restraint mechanism, provide the support for the realization of the strategic goal of the whole enterprise, at the same time, hope to play a reference role for other similar enterprises.
