【摘要】:社會(huì)信用體系是市場(chǎng)經(jīng)濟(jì)體制中的重要制度安排,建立健全水運(yùn)行業(yè)信用評(píng)價(jià)體系是完善社會(huì)信用體系的重要內(nèi)容。信用是市場(chǎng)經(jīng)濟(jì)健康發(fā)展的基礎(chǔ),目前我國(guó)已經(jīng)初步建立了社會(huì)主義市場(chǎng)經(jīng)濟(jì)體制,但市場(chǎng)信用體系建設(shè)嚴(yán)重滯后,導(dǎo)致市場(chǎng)信用缺失現(xiàn)象嚴(yán)重,成為我國(guó)市場(chǎng)經(jīng)濟(jì)發(fā)展的重要制約因素。從水運(yùn)建設(shè)市場(chǎng)來(lái)看,目前信用監(jiān)管主要以曝光企業(yè)不誠(chéng)信行為為主,缺乏完善的市場(chǎng)主體信用評(píng)價(jià)制度,尚未建立水運(yùn)建設(shè)市場(chǎng)的誠(chéng)信評(píng)價(jià)的長(zhǎng)效機(jī)制。 水運(yùn)施工企業(yè)是水運(yùn)建設(shè)市場(chǎng)的主要市場(chǎng)主體之一,通過(guò)建立健全水運(yùn)施工企業(yè)信用評(píng)價(jià)制度,以誠(chéng)信為準(zhǔn)則實(shí)行“獎(jiǎng)優(yōu)懲劣”,可對(duì)其它市場(chǎng)主體起到良好的示范帶動(dòng)作用,有效促進(jìn)水運(yùn)施工企業(yè)自律,形成有效的市場(chǎng)約束機(jī)制,實(shí)現(xiàn)市場(chǎng)主體的優(yōu)勝劣汰,推動(dòng)形成健康有序的市場(chǎng)競(jìng)爭(zhēng)秩序。 本文主要研究我國(guó)水運(yùn)施工企業(yè)的信用評(píng)價(jià)方法、評(píng)價(jià)指標(biāo)和評(píng)價(jià)程序等重點(diǎn)問(wèn)題。首先,通過(guò)梳理水運(yùn)行業(yè)及其它行業(yè)的信用評(píng)價(jià)制度建設(shè)情況,對(duì)水運(yùn)建設(shè)市場(chǎng)信用評(píng)價(jià)工作中存在的問(wèn)題進(jìn)行深入分析。其次,針對(duì)水運(yùn)施工企業(yè),從投標(biāo)、履約和其它信用行為三方面構(gòu)建企業(yè)信用評(píng)價(jià)指標(biāo)體系,并將企業(yè)信用劃分為AA、A、B、C、D五個(gè)等級(jí),采用累積扣分法和綜合評(píng)分制進(jìn)行等級(jí)評(píng)定。水運(yùn)施工企業(yè)的信用等級(jí)采取省、全國(guó)兩級(jí)評(píng)價(jià),定期進(jìn)行評(píng)價(jià)并向社會(huì)公布和公示。最后,為保證水運(yùn)施工企業(yè)信用評(píng)價(jià)制度的順利實(shí)施,提出了加強(qiáng)制度建設(shè)、從交通運(yùn)輸部層面盡快出臺(tái)交通運(yùn)輸行業(yè)統(tǒng)一的信用評(píng)價(jià)制度、加快省部?jī)杉?jí)信用信息平臺(tái)建設(shè)等建議。
[Abstract]:The social credit system is an important institutional arrangement in the market economy system. Establishing and perfecting the credit evaluation system of the waterway transportation industry is the important content of perfecting the social credit system, and credit is the foundation of the healthy development of the market economy. At present, our country has initially established the socialist market economic system, but the construction of market credit system lags behind seriously, which leads to the serious lack of market credit. From the point of view of waterway construction market, at present credit supervision is mainly to expose enterprise dishonesty behavior, lack of perfect credit evaluation system of market subject. The long-term mechanism for evaluating the integrity of the waterway construction market has not yet been established. The waterway construction enterprise is one of the main market subjects of the waterway construction market. By establishing and perfecting the credit evaluation system of the waterway construction enterprise, the credit evaluation system of the waterway construction enterprise should be taken as the criterion of "reward, merit and punishment". It can play a good role in the demonstration of other market subjects, effectively promote the self-discipline of waterway construction enterprises, form an effective market restraint mechanism, and realize the survival of the fittest of the market main body. Promote the formation of a healthy and orderly market competition order. This paper mainly studies the credit evaluation methods, evaluation indicators and evaluation procedures of waterway construction enterprises in China. Firstly, through combing the construction of credit evaluation system in water transport industry and other industries. The problems existing in the credit evaluation of waterway construction market are analyzed deeply. Secondly, the index system of enterprise credit evaluation is constructed from three aspects: bidding, performance and other credit behavior for waterway construction enterprises. The credit of the enterprise is divided into five grades, which are classified into five grades. The credit rating of the waterway construction enterprises is evaluated at provincial and national levels by means of cumulative deduction method and comprehensive scoring system. In order to ensure the smooth implementation of the credit evaluation system of waterway construction enterprises, the paper proposes to strengthen the construction of the system. The unified credit evaluation system of transportation industry should be put forward as soon as possible from the level of Ministry of Transportation, and suggestions should be made to speed up the construction of credit information platform at two levels of provincial ministry.
