【摘要】：西北公路局于1935年元月成立，是西北公路交通運輸?shù)墓芾頇C構(gòu)。秉承公路運輸“安全、迅速、舒適、經(jīng)濟”四大要求，發(fā)揚“以交通使命，助成抗戰(zhàn)目的；以抗戰(zhàn)精神，充實交通潛能”服務精神，旨在加強西北公路建設和管理，整合西北公路運輸資源，發(fā)掘公路運輸潛能，提高公路運輸效率，提高西北公路交通網(wǎng)的運輸能力。一方面，負責修筑、改善與養(yǎng)護西北公路，促成貫穿于陜西、甘肅、寧夏、青海、新疆、綏遠、湖北等七省公路交通網(wǎng)初步形成，加強與完善西北公路交通運輸管理體制；另一方面，，鑒于抗戰(zhàn)，急需軍運和貨運，為緩解交通運輸壓力，建立抗戰(zhàn)后方戰(zhàn)略基地，南京國民政府成立西北公路局，致力于國際運輸、軍事運輸、特種運輸以及普通客貨運輸。用以保證前方戰(zhàn)略物資及時供應，實現(xiàn)后方客貨運輸暢通無阻，加強西北公路基礎設施建設的有效管理，實現(xiàn)西北公路在“抗戰(zhàn)建國”中的需要。 文章思路及主要內(nèi)容：第一，探究西北公路局創(chuàng)建的背景、沿革及其內(nèi)部結(jié)構(gòu)（主要包括機構(gòu)內(nèi)部組織情況和人事關系），洞悉西北公路局作為公路交通運輸管理機構(gòu)其自身的運營機制；第二，剖析西北公路局致力于西北公路干線的改善與養(yǎng)護工程以及附屬交通設備的建設，以了解該局在西北公路工程方面的情況，從而突出其主要職責。同時，探討修路民工與養(yǎng)路工人的貢獻；第三，從車務管理、營運管理、交通監(jiān)理、機料管理、電訊管理五個方面考量西北公路局的公路運輸管理體制及其管理水平；第四，從西北公路局制定規(guī)章制度，統(tǒng)一交通管理；軍事需要優(yōu)先，保障抗戰(zhàn)需要；提倡節(jié)約原則，提高交通運輸效率；實行分區(qū)管理和辦理省際聯(lián)運；發(fā)展交通教育，提高員工素養(yǎng)四個角度透視其交通管理的特點，突出其經(jīng)營理念和管理模式。第五，通過分析西北公路局公路運輸管理成效與作用，突顯其在抗戰(zhàn)建國中的歷史地位。同時，指出在公路改善與養(yǎng)護工程及公路運輸管理中存在的問題與不足，用客觀公正的態(tài)度評價其歷史功績。
[Abstract]:Northwest highway bureau was established in January 1935, is the northwest highway transportation management organization. Adhering to the road transport "safety, rapid, comfortable, economic" four requirements, carry forward "traffic mission" To help achieve the purpose of the War of Resistance against Japan; The purpose of this paper is to strengthen the construction and management of the Northwest Highway, to integrate the resources of the Northwest Highway Transportation, to explore the potential of the highway transportation and to improve the efficiency of the highway transportation. On the one hand, responsible for the construction, improvement and maintenance of the Northwest Highway, promoting throughout Shaanxi, Gansu, Ningxia, Qinghai, Xinjiang, Suiyuan. The highway transportation network of seven provinces, such as Hubei Province, has been formed preliminarily, and the traffic and transportation management system of northwest highway has been strengthened and perfected. On the other hand, in view of the war of resistance, military transportation and freight transportation are urgently needed. In order to alleviate the pressure of transportation and establish a strategic base behind the War of Resistance against Japan, the Nanjing National Government set up the Northwest Highway Bureau to devote itself to international transportation and military transportation. Special transportation and ordinary passenger and cargo transportation. In order to ensure the timely supply of strategic goods and materials in front, to realize the smooth transportation of goods and passengers in the rear, and to strengthen the effective management of the infrastructure construction of the northwest highway. Realizing the needs of Northwest Highway in the War of Resistance against Japan and the people's Republic of China. The main contents of this paper are as follows: first, the background, evolution and internal structure of Northwest Highway Bureau are explored. Insight into the Northwest Highway Bureau as a highway transport management agency its own operational mechanism; Second, the northwest highway bureau is committed to the improvement and maintenance of the northwest highway trunk line and the construction of ancillary traffic equipment, in order to understand the situation of the bureau in the northwest highway project, so as to highlight its main responsibilities. At the same time. To explore the contribution of road workers and road maintenance workers; Third, considering the highway transportation management system and its management level of Northwest Highway Administration from five aspects: vehicle management, operation management, traffic supervision, machine material management and telecommunication management. 4th, from the Northwest Highway Bureau to formulate rules and regulations, unified traffic management; Give priority to military needs and safeguard the needs of the War of Resistance against Japan; Promoting the principle of economy and improving the efficiency of transportation; To implement district administration and interprovincial intermodal transport; Through the analysis of the effect and effect of highway transportation management of Northwest Highway Bureau, this paper analyzes the characteristics of traffic management from the four angles of developing transportation education and improving staff literacy, and highlights its management concept and management mode. 5th, by analyzing the effect and effect of highway transportation management in Northwest Highway Bureau.
