【摘要】：在大數(shù)據(jù)時代背景下的今天，僅僅依靠表面觀測、筆抄手寫、現(xiàn)場問詢、人工處理，以及結(jié)合以往經(jīng)驗進(jìn)行決策判斷的傳統(tǒng)模式早已落后。由于在路政管理工作逐漸規(guī)范的過程中，原有完全利用人工的管理方式引起的問題也逐漸增多，對于日益增加的石家莊市公路管理方式造成的發(fā)展要求而言，更是難以得到滿足。因此，增加對公路管理工作中信息資源的全面了解，維持公路秩序，保護(hù)公路管理者的切身利益，研究開發(fā)出一套針對公路路政管理的信息化系統(tǒng)就顯得十分必要。既可以對現(xiàn)實中的突發(fā)事件快速反應(yīng)，還對路產(chǎn)、路權(quán)等各項法規(guī)的有效實施也有著重要意義。另外采用信息化的公路路政管理系統(tǒng)賦予各項統(tǒng)計、查詢和判斷決策的能力，，不僅可以完成資源的共享、節(jié)約時間成本、減少暗箱操作，促進(jìn)各部門廉潔執(zhí)法，而且可以實現(xiàn)各級領(lǐng)導(dǎo)的實時監(jiān)督，以此保證公路路政管理工作的安全進(jìn)行，充分發(fā)揮公路運(yùn)輸?shù)纳鐣?jīng)濟(jì)效益，也以此作為未來實現(xiàn)各類運(yùn)輸系統(tǒng)與救援系統(tǒng)和路政管理系統(tǒng)互相連通的基礎(chǔ)�；谝陨夏康恼撐膶ο嚓P(guān)理論及研究成果進(jìn)行闡述，在充分研究分析國內(nèi)外先進(jìn)的公路路政信息化管理建設(shè)成就的基礎(chǔ)上，結(jié)合作者本身的實踐經(jīng)驗，全盤分析和考慮了石家莊市公路路政管理的現(xiàn)狀，并提出了石家莊市公路路政信息化管理系統(tǒng)中存在的問題并相應(yīng)地研究了問題產(chǎn)生的原因，為完善石家莊市公路路政信息化管理水平提出相應(yīng)的對策和建議，為石家莊市公路路政信息化管理的改革提供理論和實踐借鑒。
[Abstract]:In the era of big data under the background of today, only rely on the surface observation, pen handwritten copy, on-site inquiries, manual processing, and combined with previous experience has been the traditional mode decision behind. In the course of the road management gradually standardized, making full use of the original artificial management problems caused by the development of increased gradually. The requirement for the city of Shijiazhuang highway management system increasing, it is difficult to be satisfied. Therefore, more comprehensive understanding of the information resources of the highway management, highway maintenance order, protecting the vital interests of highway management, research and development of a set of information system for highway management is very necessary. Can emergencies on the reality of the rapid response, but also on the estate, also has an important significance for effective implementation of the regulations of the right of way. In addition to using information technology Highway management system gives the statistics, query and decision-making ability, can not only complete the sharing of resources, saving time and cost, reduce the black box operation, promote the various departments and law enforcement, can realize the real-time supervision of leaders at all levels, in order to ensure the highway road administration work safety, give full play to the social and economic benefits of highway transportation also, as a basis for future implementation of all kinds of transportation system and rescue system and management system. The purpose of the thesis is communicated above describes the relevant theories and research results based on the full study in the foundation of analyzing the domestic and foreign advanced highway information management achievements, combined with the author's own practical experience, comprehensive analysis and consideration the status quo of Shijiazhuang city highway management, and puts forward the existing road information management system of Shijiazhuang city highway in question It also studies the causes of the problems accordingly, and puts forward corresponding countermeasures and suggestions for improving the information management level of Shijiazhuang highways, so as to provide theoretical and practical reference for the reform of Shijiazhuang road information management.
