【摘要】：我國(guó)雙車(chē)道公路線性標(biāo)準(zhǔn)較低、雙向車(chē)流相互干擾等問(wèn)題致使交通安全隱患較多，尤其在彎坡路段因車(chē)速、視距、交通管理等原因更容易成為交通事故高發(fā)區(qū)，隨著交通流量的不斷增加，安全問(wèn)題更加凸顯。在道路交通“十二五”規(guī)劃中也明確提出重點(diǎn)排查二、三級(jí)公路彎道、坡道、彎坡組合路段等安全隱患點(diǎn)段和事故多發(fā)路段，實(shí)施綜合整治。因此，雙車(chē)道公路彎坡路段的道路交通安全問(wèn)題已經(jīng)成為重點(diǎn)整治區(qū)域。在資金、時(shí)間等多方面限制因素的影響下，如何客觀地評(píng)估彎坡路段的危險(xiǎn)程度以及確定整治先后次序已成為亟待解決的技術(shù)問(wèn)題。所以，針對(duì)雙車(chē)道公路彎坡路段進(jìn)行安全評(píng)估研究，確定彎坡路段的安全等級(jí)，提出相應(yīng)的整治措施，從而為公路養(yǎng)護(hù)建設(shè)管理者的決策提供有效支撐，具有重要的理論意義和實(shí)踐價(jià)值。 本文針對(duì)雙車(chē)道公路彎坡路段道路存在的安全問(wèn)題，通過(guò)對(duì)影響交通安全要素的分析，表明人、車(chē)、路和環(huán)境四個(gè)因素對(duì)雙車(chē)道公路彎坡路段的道路交通安全產(chǎn)生最主要的影響作用。 通過(guò)對(duì)彎坡路段道路交通安全影響因素的分析，建立了基于道路條件的安全評(píng)估指標(biāo)體系，并定義了各指標(biāo)取值的方法；綜合考慮決策者主觀因素和實(shí)測(cè)數(shù)據(jù)的客觀特點(diǎn)，采用熵值法和序關(guān)系法相結(jié)合的組合賦值法來(lái)確定評(píng)估指標(biāo)的權(quán)重值；建立了一種基于指標(biāo)值位置和指標(biāo)值分布情況相結(jié)合的密度有序加權(quán)幾何平均算子，對(duì)評(píng)估結(jié)果進(jìn)行集結(jié)；通過(guò)分析各個(gè)指標(biāo)的取值范圍，明確了評(píng)估等級(jí)的劃分方法。 通過(guò)對(duì)重慶某雙車(chē)道公路彎坡路段進(jìn)行實(shí)例驗(yàn)證，結(jié)果表明該種方法能夠較為客觀地反映雙車(chē)道公路彎坡路段的交通安全狀態(tài)。表明該種評(píng)估方法能夠應(yīng)用于對(duì)雙車(chē)道公路彎坡路段的評(píng)估，為道路交通安全管理者提供決策支持。 最后分析山區(qū)彎坡路段道路產(chǎn)生交通安全事故的各種原因，，提出了雙車(chē)道公路彎坡路段的安全改善的具體措施。
[Abstract]:In the 12th Five - Year Plan of Road Traffic , it is also pointed out that the problems of road traffic safety have become an important area for traffic accidents . Therefore , the traffic safety problem of double - lane highway curved slope section has become a priority area . Therefore , it is important to make a safe assessment study on the road slope section of double - lane highway . Therefore , it is important to provide effective support for the decision - making of highway maintenance and construction manager , and has important theoretical significance and practical value . Based on the analysis of the factors affecting traffic safety , this paper points out that the four factors influencing traffic safety are the most important influence on road traffic safety of double - lane highway . Based on the analysis of the influencing factors of road traffic safety , a safety assessment index system based on road conditions is established , and the method of evaluating each index is defined . The weighted value of the evaluation index is determined by combining the subjective factors of decision makers and the objective characteristics of the measured data , and a density ordered weighted geometric mean operator based on the combination of the index value position and the index value distribution is adopted , and the evaluation result is assembled ; and the dividing method of the evaluation grade is defined by analyzing the value range of each index . The results show that the method can objectively reflect the traffic safety status of the double - lane highway slope section . The results show that the method can be applied to the evaluation of double - lane highway slope section and provide decision support for road traffic safety management . Finally , the reasons of traffic safety accidents caused by road traffic accidents in mountainous areas are analyzed , and the concrete measures for improving the safety of double - lane highway slope sections are put forward .
