【摘要】：現(xiàn)今,生態(tài)環(huán)境得到全國乃至全世界越來越多的關(guān)注目光。長海縣隸屬于遼寧省大連市,是東北地區(qū)唯一海島縣、全國唯一海島邊境縣,主要任務(wù)是建設(shè)國際旅游勝地和現(xiàn)代海洋牧場。生態(tài)環(huán)境對于長�？h的發(fā)展至關(guān)重要,政府環(huán)境績效評價對于長�？h保護(hù)生態(tài)環(huán)境發(fā)揮著至關(guān)重要的作用。本文的研究領(lǐng)域綜合了公共管理學(xué)、環(huán)境科學(xué)等學(xué)科,以責(zé)任政府理論、環(huán)境權(quán)理論、政府績效理論為支撐,通過實證研究,旨在找到保護(hù)環(huán)境的主要方法,并借鑒國內(nèi)外先進(jìn)的環(huán)境評價研究經(jīng)驗,為改進(jìn)長海縣政府環(huán)境績效評價提供一些建議。本文共分為四個部分：第一部分詳細(xì)闡述了本論文的研究目的和意義,對環(huán)境績效、環(huán)境績效評價、政府環(huán)境績效評價和環(huán)境責(zé)任等關(guān)鍵詞進(jìn)行闡釋,并對國內(nèi)外有關(guān)政府環(huán)境績效的理論進(jìn)行了探討,確定本文的研究方法和思路；第二部分介紹長�？h環(huán)境現(xiàn)狀和政府環(huán)境績效評價現(xiàn)狀,分析現(xiàn)行政府環(huán)境績效評價存在評價目的簡單化；環(huán)境績效評價計劃的制定缺乏科學(xué)性；評價主體單一；環(huán)境績效評價結(jié)果利用不充分等問題,并針對以上問題,分析其產(chǎn)生的原因；第三部分對國內(nèi)外環(huán)境績效評價模式進(jìn)行分析對比,提出長�？h政府環(huán)境績效評價優(yōu)化的方案,并對方案的可行性進(jìn)行了探討和研究;第四部分結(jié)合長海縣實際,有針對性提出改進(jìn)長�？h政府環(huán)境績效評價的對策建議。
[Abstract]:Nowadays, the ecological environment gets more and more attention all over the country and the whole world. Changhai County, which belongs to Dalian City, Liaoning Province, is the only island county in Northeast China and the only island border county in China. The main task is to build international tourist resorts and modern ocean pastures. The ecological environment is very important for the development of Changhai County, and the evaluation of government environmental performance plays a vital role in the protection of ecological environment in Changhai County. The research field of this paper is based on the theory of responsible government, the theory of environmental right and the theory of government performance. Through empirical research, it aims to find the main methods to protect the environment. Some suggestions are provided for improving the environmental performance evaluation of the government in Changhai County by referring to the advanced research experience of environmental assessment at home and abroad. This paper is divided into four parts: the first part elaborates the purpose and significance of this paper, explains the key words of environmental performance, environmental performance evaluation, government environmental performance evaluation and environmental responsibility. At the same time, it discusses the theory of government environmental performance at home and abroad, and determines the research methods and ideas of this paper. The second part introduces the current situation of environment and government environmental performance evaluation in Changhai County, analyzes that the current government environmental performance evaluation has a simple purpose, the environmental performance evaluation plan is not scientific, the main body of evaluation is single; The results of environmental performance evaluation are not fully utilized, and in view of the above problems, the causes of the problems are analyzed. The third part analyzes and compares the domestic and foreign environmental performance evaluation models, puts forward the optimization scheme of Changhai county government environmental performance evaluation, and discusses and studies the feasibility of the scheme. The fourth part combines the actual situation of Changhai County, and puts forward countermeasures and suggestions to improve the environmental performance evaluation of the government in Changhai County.
