【摘要】：綠色發(fā)展是符合生態(tài)文明要求的經(jīng)濟(jì)發(fā)展方式。實現(xiàn)綠色發(fā)展需要多策并舉。推動生產(chǎn)方式和生活方式的綠色化是實現(xiàn)我國綠色發(fā)展的關(guān)鍵舉措,同時還要從政策支持、制度保障與促進(jìn)機(jī)制入手積極推進(jìn)綠色發(fā)展。要完善綠色財政、稅收政策和綠色金融政策;健全環(huán)境法律制度和生態(tài)環(huán)境保護(hù)制度,為綠色發(fā)展提供有力保障;加強(qiáng)綠色市場的建設(shè)與管理,充分發(fā)揮市場機(jī)制作用;健全實現(xiàn)綠色發(fā)展的制度決策機(jī)制、管理協(xié)調(diào)機(jī)制以及監(jiān)督考核機(jī)制等,從而全面提升綠色發(fā)展各項舉措的實效性。
[Abstract]:Green development is the mode of economic development that meets the requirements of ecological civilization. The realization of green development requires multiple measures. It is a key measure to realize the green development of our country to promote the green development of the mode of production and the way of life. At the same time, we should actively promote the green development from the policy support, the system guarantee and the promotion mechanism. We should perfect the green finance, tax policy and green financial policy, perfect the environmental legal system and the ecological environment protection system, provide the strong guarantee for the green development, strengthen the construction and management of the green market, give full play to the role of the market mechanism; Improve the system decision-making mechanism, management coordination mechanism and supervision and assessment mechanism to achieve green development, so as to improve the effectiveness of various measures of green development in an all-round way.
