【摘要】：自2003年"生態(tài)文明"第一次寫入黨的文件至今,中國生態(tài)文明建設(shè)理論正日趨完善。"十二五"時(shí)期,中國生態(tài)文明建設(shè)進(jìn)一步推進(jìn),行政管理效能顯著提高,相關(guān)法律及制度體系不斷完善,各地生態(tài)文明建設(shè)不斷加速且已取得了豐碩成果。"十三五"時(shí)期,中國生態(tài)文明建設(shè)的關(guān)鍵與難點(diǎn)在于,生態(tài)資源環(huán)境容量對發(fā)展的硬約束、進(jìn)一步減排將遭遇技術(shù)創(chuàng)新滯緩軟約束、經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài)對生態(tài)文明建設(shè)提出了更高要求,以及對全球生態(tài)安全的維護(hù)和減緩氣候變化。為此,需要做好以下幾點(diǎn)基礎(chǔ)工作:其一,在國家三大戰(zhàn)略實(shí)施中貫徹生態(tài)文明的理念;其二,優(yōu)化創(chuàng)新環(huán)境,引導(dǎo)綠色產(chǎn)業(yè)有序發(fā)展;其三,制訂全面系統(tǒng)的生態(tài)文明建設(shè)評估指標(biāo)體系;其四,推行倡導(dǎo)公正和平的新話語體系。
[Abstract]:Since 2003, when "Ecological Civilization" first wrote the document of joining the Party, the theory of ecological civilization construction in China is becoming more and more perfect. " During the 12th Five-Year Plan period, the construction of ecological civilization in China has been further advanced, the efficiency of administration has been remarkably improved, the relevant legal and institutional systems have been continuously improved, and the construction of ecological civilization in various places has been accelerating and has achieved fruitful results. " During the 13th Five-Year Plan period, the key and difficulty in the construction of China's ecological civilization is that the capacity of ecological resources and environment has a hard constraint on development, and further emission reduction will be subject to the slow and soft constraints of technological innovation. Economic development into the new normal has put forward higher requirements for the construction of ecological civilization, as well as the maintenance of global ecological security and mitigation of climate change. To this end, we need to do the following basic work: first, to implement the concept of ecological civilization in the implementation of the three major national strategies; second, to optimize the innovation environment and guide the orderly development of green industries; and third, To formulate a comprehensive and systematic evaluation index system of ecological civilization construction; fourth, to carry out a new discourse system advocating justice and peace.
