【摘要】：生態(tài)文明是人類文明發(fā)展的一個(gè)新的階段,即工業(yè)文明之后的文明形態(tài),是以人與自然、人與人、人與社會(huì)和諧共生、良性循環(huán)、全面發(fā)展、持續(xù)繁榮為基本宗旨的社會(huì)形態(tài)。隨著生態(tài)文明建設(shè)在全國(guó)的開展,如何對(duì)生態(tài)文明建設(shè)狀況進(jìn)行評(píng)價(jià)成為新的研究課題。青島市作為全國(guó)14個(gè)進(jìn)一步對(duì)外開放的沿海港口城市之一,是中國(guó)十大最具經(jīng)濟(jì)活力城市。但大規(guī)模的城市化、工業(yè)化建設(shè)引發(fā)了一些環(huán)境污染、生態(tài)惡化、社會(huì)不穩(wěn)定等問(wèn)題,對(duì)社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展、產(chǎn)品的國(guó)際競(jìng)爭(zhēng)力以及人體健康產(chǎn)生了不良影響。真實(shí)評(píng)價(jià)青島市生態(tài)文明建設(shè)狀況,對(duì)于促進(jìn)該地區(qū)生態(tài)環(huán)境的改善、社會(huì)經(jīng)濟(jì)的可持續(xù)發(fā)展具有十分重要的現(xiàn)實(shí)意義。本文闡述了生態(tài)文明建設(shè)的背景和意義,詳細(xì)介紹了國(guó)外有關(guān)可持續(xù)發(fā)展評(píng)價(jià)的研究思路和現(xiàn)狀以及國(guó)內(nèi)有關(guān)生態(tài)文明建設(shè)和評(píng)價(jià)的研究現(xiàn)狀,以此提出了本文的研究目的和思路。本文在深刻研究生態(tài)文明內(nèi)涵的基礎(chǔ)上,根據(jù)生態(tài)文明建設(shè)的要求和目標(biāo),初步篩選了生態(tài)文明評(píng)價(jià)體系的指標(biāo),并根據(jù)專家的意見(jiàn)構(gòu)建了評(píng)價(jià)指標(biāo)備選庫(kù),運(yùn)用神經(jīng)網(wǎng)絡(luò)模型的方法對(duì)各項(xiàng)指標(biāo)進(jìn)一步優(yōu)化,并基于層次分析法,根據(jù)青島市的具體狀況,構(gòu)建了青島市生態(tài)文明評(píng)價(jià)指標(biāo)體系。最后,運(yùn)用模糊綜合評(píng)價(jià)方法構(gòu)建了青島市生態(tài)文明評(píng)價(jià)體系。通過(guò)搜集相關(guān)數(shù)據(jù),根據(jù)構(gòu)建的評(píng)價(jià)體系對(duì)青島市近五年來(lái)的生態(tài)文明建設(shè)狀況進(jìn)行了具體評(píng)價(jià)。通過(guò)對(duì)評(píng)價(jià)結(jié)果的分析和時(shí)間上的縱向比較,找出青島市生態(tài)文明建設(shè)的不足之處,依此提出了進(jìn)一步提高青島市生態(tài)文明建設(shè)水平的具體可行措施,真正發(fā)揮評(píng)價(jià)體系以評(píng)促建的作用。
[Abstract]:Ecological civilization is a new stage of the development of human civilization, that is, the civilized form after industrial civilization. It is a social form with the basic purpose of harmonious symbiosis between man and nature, between man and man, between man and society, for the virtuous circle, for all-round development and for continued prosperity. With the development of ecological civilization construction in China, how to evaluate the status of ecological civilization construction has become a new research topic. Qingdao, as one of the 14 coastal port cities in China, is one of the ten most economically active cities in China. However, large-scale urbanization and industrialization have caused some problems such as environmental pollution, ecological deterioration, social instability and so on, which have a negative impact on the sustainable development of social economy, the international competitiveness of products and human health. The real evaluation of the ecological civilization construction in Qingdao is of great practical significance in promoting the improvement of ecological environment and the sustainable development of social economy in this area. This paper expounds the background and significance of the construction of ecological civilization, introduces in detail the research ideas and present situation of the evaluation of sustainable development abroad and the present situation of the research on the construction and evaluation of ecological civilization in China. The purpose and train of thought of this paper are put forward. On the basis of deeply studying the connotation of ecological civilization, according to the requirements and objectives of ecological civilization construction, this paper preliminarily screened the indexes of ecological civilization evaluation system, and constructed the evaluation index alternative database according to the opinions of experts. The evaluation index system of ecological civilization in Qingdao was constructed according to the specific situation of Qingdao based on the analytic hierarchy process (AHP) and the method of neural network model. Finally, the fuzzy comprehensive evaluation method is used to construct the ecological civilization evaluation system of Qingdao. By collecting relevant data, this paper makes a concrete evaluation on the construction of ecological civilization in Qingdao in the past five years according to the evaluation system. Based on the analysis of the evaluation results and the longitudinal comparison of the time, the deficiencies of the ecological civilization construction in Qingdao are found out, and the practical measures to further improve the ecological civilization construction in Qingdao are put forward. Give full play to the role of evaluation system to promote construction.
