【摘要】：當前我國區(qū)域性復合型大氣污染形勢嚴峻,需要加強大氣污染區(qū)域治理。由于區(qū)域內(nèi)行政區(qū)之間經(jīng)濟社會發(fā)展結(jié)構存在差異,大氣污染區(qū)域治理對行政區(qū)的地方利益將會產(chǎn)生不同影響。地方利益關系及其協(xié)調(diào)是大氣污染區(qū)域治理能否成功的關鍵。根據(jù)利益競爭性程度的強弱,可將地方利益關系劃分為競爭性利益關系、互補性利益關系和非競爭性利益關系三種類型。京津冀三地具有特殊的聯(lián)系,地方利益關系錯綜復雜,但缺乏長期穩(wěn)定的利益協(xié)調(diào)機制。在大氣污染區(qū)域治理過程中,京津冀地方利益關系呈現(xiàn)出新的特點。因此,應針對地方利益關系的不同類型,以第三方嵌入機制和改革政績考核體系促進良性競爭,以創(chuàng)新利益補償機制和多主體網(wǎng)絡治理促進利益整合,以權威區(qū)域利益協(xié)調(diào)機構和市場化機制促進利益協(xié)商,從而實現(xiàn)京津冀三地的區(qū)域大氣污染治理目標。
[Abstract]:At present, the situation of regional complex air pollution in our country is severe, so it is necessary to strengthen the regional control of air pollution. Because there are differences in the structure of economic and social development among the administrative regions, the regional control of air pollution will have different effects on the local interests of the administrative regions. The relationship between local interests and its coordination is the key to the success of regional air pollution control. According to the degree of interest competition, the local interest relationship can be divided into three types: competitive interest relationship, complementary interest relationship and non-competitive interest relationship. The three places of Beijing, Tianjin and Hebei have special connections, and the local interests are complicated, but they lack a long-term and stable interest coordination mechanism. In the process of regional control of air pollution, the relationship between Beijing, Tianjin and Hebei presents new characteristics. Therefore, aiming at the different types of local interest relations, we should promote the benign competition by the third party embedding mechanism and the reform of the performance appraisal system, and promote the interest integration by innovating the interest compensation mechanism and the multi-agent network governance. In order to achieve the goal of regional air pollution control in Beijing-Tianjin-Hebei region, the authoritative regional interest coordination organization and market-oriented mechanism are used to promote interest negotiation.
