建筑垃圾全過程管理博弈研究

【摘要】:建筑垃圾為自然災(zāi)害和人們引起的改造建筑物、構(gòu)筑物的變化及生產(chǎn)建筑材料的過程中,產(chǎn)生的回收價(jià)值較低的廢棄物。目前我國存在著大量的建筑垃圾,引起空氣質(zhì)量下降,破壞土壤結(jié)構(gòu),造成水源污染,浪費(fèi)寶貴土地,損害城市容貌等問題,對建筑垃圾的管理勢在必行。建筑垃圾的管理中存在的難點(diǎn)包括:建筑垃圾成分復(fù)雜,分類回收難度大。建筑垃圾回收利用周期長。最需要注意的是,建筑垃圾管理涉及主體多,協(xié)調(diào)工作大,這也是本文致力解決的問題。 引入了循環(huán)經(jīng)濟(jì)理論的減量化、資源化及無害化的三個(gè)原則,把建筑垃圾的全過程分為源頭產(chǎn)生、運(yùn)輸分類及回收利用三個(gè)階段,分析了建筑垃圾在整個(gè)過程中的變化。為了整個(gè)建筑垃圾管理過程的高效性,在運(yùn)輸分類階段引入了建筑垃圾消納處,令其作為信息樞紐中心。政府作為整個(gè)社會(huì)的管理者,既希望建筑垃圾得到妥善的處理,又具備管理整個(gè)過程的能力。因此,政府在整個(gè)建筑垃圾的管理過程中扮演協(xié)調(diào)者的角色。 接著引入博弈的相關(guān)理論,分別在建筑垃圾全過程管理的三個(gè)階段,選取了每個(gè)階段的中心主體建設(shè)單位、運(yùn)輸企業(yè)、回收利用企業(yè),與政府建立了完全信息靜態(tài)博弈模型,stackleberg博弈模型,演化博弈模型,進(jìn)行了相關(guān)行為分析,得出了博弈模型的結(jié)論,為下文提出政策建議做鋪墊。 政府作為整個(gè)過程的協(xié)調(diào)者,描述了可以采取的措施,提出了建筑垃圾全過程管理的政策建議。
[Abstract]:Construction waste is a kind of low-value waste produced in the process of natural disasters and the transformation of buildings and structures caused by people and the production of building materials. At present, there are a lot of problems in our country, such as the decline of air quality, the destruction of soil structure, the pollution of water source, the waste of precious land and the damage to the appearance of the city, so the management of construction waste is imperative. The difficulties in the management of construction waste include: the composition of construction waste is complex and the classification and recovery of construction waste is difficult. Construction waste recycling cycle is long. The most important thing to note is that construction waste management involves many subjects and coordination work, which is also the problem to be solved in this paper. This paper introduces the three principles of the theory of circular economy, such as reduction, resource and innocuity, and divides the whole process of construction waste into three stages: source generation, transportation classification and recycling, and analyzes the change of construction waste in the whole process. In order to improve the efficiency of the whole construction waste management process, the construction waste reception place is introduced in the stage of transportation classification, making it become the information hub center. The government, as the manager of the whole society, wants the construction waste to be treated properly and has the ability to manage the whole process. Therefore, the government plays the role of coordinator in the whole construction waste management process. Then the relevant theory of game is introduced. In the three stages of the whole process management of construction waste, the central construction unit, transportation enterprise and recycling enterprise are selected in each stage. The static game model of complete information is established with the government, the evolutionary game model is established, the related behavior is analyzed, and the conclusion of the game model is drawn, which lays the groundwork for the following policy suggestions. As the coordinator of the whole process, the government describes the measures that can be taken and puts forward some policy suggestions for the whole process of construction waste management.
