【摘要】:固體廢物,是指在生產(chǎn)、生活和其他活動中產(chǎn)生的喪失原有利用價值或者雖未喪失利用價值但被拋棄或者放棄的固態(tài)、半固態(tài)和置于容器中的氣態(tài)的物品、物質(zhì)以及法律、行政法規(guī)規(guī)定納入固體廢物管理的物品、物質(zhì),包括液態(tài)廢物(排入水體的廢水除外)。一般分為工業(yè)固體廢物與生活垃圾兩大類。根據(jù)國家環(huán)保部2014年中國環(huán)境狀況公報,2014年全國工業(yè)固體廢物產(chǎn)生量為325620.0萬噸,綜合利用量(含利用往年貯存量)為204330.2萬噸,綜合利用率為62.13%。據(jù)工信部發(fā)布的《大宗工業(yè)固體廢物綜合利用“十二五”規(guī)劃》統(tǒng)計,“十一五”期間,大宗工業(yè)固體廢物產(chǎn)生量快速攀升,總產(chǎn)生量118億噸,堆存量凈增82億噸,總堆存量達到190億噸!笆濉逼陂g,隨著我國工業(yè)的及時發(fā)展,大宗工業(yè)固體廢物產(chǎn)生量也將隨之增加,預計總產(chǎn)生量將達150億噸,堆存量將凈增80億噸,總堆存量將達到270億噸,大宗工業(yè)固體廢物堆存將新增占用土地40萬畝。隨著社會生產(chǎn)的發(fā)展,工業(yè)固廢產(chǎn)生量日益增大,而處理能力卻未能相應提高。目前,我國主流的工業(yè)固廢處置方法是將大部分固廢進行衛(wèi)生填埋及焚燒處理,小部分進行堆肥處理,焚燒處理中又以建設垃圾焚燒發(fā)電廠為主。而衛(wèi)生填埋、焚燒處理及堆肥處理均無法完全達到固廢處置的減量化、無害化及資源化。整個工業(yè)固廢處置行業(yè)需要技術改進,提高處理能力及效率。水泥窯協(xié)同處置工業(yè)固廢技術逐漸興起,其獨特優(yōu)勢在于:一是不用新建垃圾處置設施;二是可實施固廢的資源化與再生化處理;三是生產(chǎn)過程協(xié)同資源化處理,成本較低。利用水泥窯處置工業(yè)固廢是國際上較為成熟的固廢處置方式,德國、法國、瑞士、日本等發(fā)達國家利用水泥窯處置工業(yè)固廢已有幾十年的歷史,逐步建立起一系列法規(guī)和標準,并取得了良好經(jīng)濟和社會效益。同時水泥工業(yè)要實現(xiàn)可持續(xù)發(fā)展,必須改變傳統(tǒng)高能耗、高污染的形象,走節(jié)能減排、消納處理的循環(huán)經(jīng)濟道路。水泥窯協(xié)同處置工業(yè)固體廢物項目,不僅對傳統(tǒng)的水泥產(chǎn)業(yè)改造升級,產(chǎn)業(yè)結構調(diào)整具有很強的指導意義,同時也蘊含巨大的商機,具有極高的經(jīng)濟效益、社會效益及環(huán)境效益。本文著重從戰(zhàn)略和商業(yè)計劃角度分析西普環(huán)保公司如何根據(jù)市場的現(xiàn)狀與趨勢,結合自身的優(yōu)勢與環(huán)境的機會,通過聚焦戰(zhàn)略、低成本戰(zhàn)略、差異化戰(zhàn)略及藍海戰(zhàn)略來實現(xiàn)業(yè)務拓展和長遠發(fā)展;說明該公司選擇水泥窯協(xié)同處置工業(yè)固體廢物項目的理由并以商業(yè)計劃書的形式加以闡述。文中首先對水泥窯協(xié)同處置工業(yè)固廢項目及西普環(huán)保公司自身進行了分析,分析公司在該項目上的優(yōu)勢與劣勢,提出價值主張;接下來對水泥窯協(xié)同處置工業(yè)固廢整個行業(yè)做出分析,找出該公司所面臨的機遇與威脅,為swot分析奠定基礎。其次文中通過市場問卷統(tǒng)計,對西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項目進行客戶分析,做出適當?shù)目蛻糸_發(fā)策略;另外通過對該公司在項目上的競爭對手分析,制定出相應的市場競爭策略。接下來制定了西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項目的市場營銷計劃和運營計劃,對未來五年的財務計劃做出預測。最后對西普環(huán)保公司水泥窯協(xié)同處置項目的執(zhí)行做出簡單摘要。通過以上研究而設計的有關西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項目發(fā)展戰(zhàn)略及商業(yè)計劃書,為未來的經(jīng)營活動提供基本數(shù)據(jù)和原則,分析出西普環(huán)保公司在水泥窯協(xié)同處置工業(yè)固廢市場上的優(yōu)勢,努力開拓市場,平衡投入與產(chǎn)出,實現(xiàn)五年內(nèi)銷售目標及利潤指標。本文遵照制定戰(zhàn)略管理的一般過程,運用各種戰(zhàn)略分析技術和理論,系統(tǒng)地分析了公司在當前所處的外部環(huán)境以及公司內(nèi)部條件的優(yōu)勢和弱點,然后用SWOT方法指出西普環(huán)保公司水泥窯協(xié)同處置工業(yè)固廢項目的發(fā)展戰(zhàn)略,競爭戰(zhàn)略,營銷戰(zhàn)略、職能戰(zhàn)略以及相應的管理支撐。
