【摘要】：生態(tài)文明建設(shè)政策是引導(dǎo)規(guī)范我國生態(tài)文明建設(shè)工作的重要保障。近些年,從中央到地方都出臺了一系列的有針對性的生態(tài)文明政策,這些政策逐步形成體系,對推動我國生態(tài)文明建設(shè)工作的順利開展起了巨大的作用。但同時,由于生態(tài)文明建設(shè)不同于以往的生態(tài)環(huán)境保護(hù)工作,且剛剛起步,因此,針對性政策建設(shè)過程中也出現(xiàn)了諸多問題,如,生態(tài)文明建設(shè)同物質(zhì)文明、精神文明、政治文明建設(shè)割裂,顧此失彼;生態(tài)文明建設(shè)同環(huán)境保護(hù)、生態(tài)保護(hù)工作雷同,管理相對混亂;國家生態(tài)文明示范區(qū)建設(shè)工作重復(fù),并忽視了相關(guān)工作的延續(xù)性等。文章系統(tǒng)分析了我國生態(tài)文明建設(shè)針對性政策體系的特點與問題,并提出了一些政策建議。
[Abstract]:The construction policy of ecological civilization is an important guarantee to guide and standardize the construction of ecological civilization in China. In recent years, a series of targeted ecological civilization policies have been issued from the central to local governments. These policies have gradually formed a system, which has played a great role in promoting the smooth development of the construction of ecological civilization in China. But at the same time, because the construction of ecological civilization is different from the previous work of ecological environment protection, and has just started, therefore, there are many problems in the process of targeted policy construction, such as the construction of ecological civilization, material civilization, spiritual civilization, The construction of political civilization is divided between one and the other; the construction of ecological civilization is similar to the environmental protection and the ecological protection work is similar and the management is relatively chaotic; the construction of the national ecological civilization demonstration area is duplicated and the continuity of the related work is ignored. This paper systematically analyzes the characteristics and problems of the targeted policy system for the construction of ecological civilization in China, and puts forward some policy suggestions.
