【摘要】：在中國(guó)經(jīng)濟(jì)持續(xù)增長(zhǎng)、FDI的重要性日益凸顯,而環(huán)境問題日趨嚴(yán)峻的背景下,FDI是否以及如何影響中國(guó)的環(huán)境污染成為學(xué)界激烈論爭(zhēng)的問題。筆者通過構(gòu)建城市距其最近港口地理距離作為實(shí)際利用外資額的工具變量,并利用2003—2013年中國(guó)281個(gè)地級(jí)以上城市的面板數(shù)據(jù),就FDI對(duì)中國(guó)環(huán)境污染產(chǎn)生的影響效應(yīng)進(jìn)行了實(shí)證研究。筆者指出,采用地級(jí)以上城市距其最近港口的地理距離作為工具變量,能夠有效地解決實(shí)證研究中的內(nèi)生性問題;FDI對(duì)中國(guó)的污染排放水平,特別是工業(yè)二氧化硫排放量,產(chǎn)生了抑制作用,即FDI在一定程度上緩解了中國(guó)的環(huán)境污染狀況。并且,相比于中部地區(qū),東部和西部地區(qū)的FDI對(duì)環(huán)境污染的影響效應(yīng)更強(qiáng)�；谏鲜鼋Y(jié)論,筆者建議:應(yīng)在繼續(xù)鼓勵(lì)引進(jìn)FDI的同時(shí),促進(jìn)FDI技術(shù)溢出作用的有效發(fā)揮,保持FDI的環(huán)境效應(yīng)與經(jīng)濟(jì)的協(xié)調(diào)發(fā)展;推動(dòng)中西部地區(qū)科學(xué)發(fā)展加工貿(mào)易、合理利用清潔生產(chǎn)要素;促進(jìn)外商投資企業(yè)清潔生產(chǎn)技術(shù)在不"縮水"的前提下實(shí)現(xiàn)與本地市場(chǎng)的相互融合。
[Abstract]:The importance of FDI is becoming more and more important in the sustained economic growth of China. However, under the background of the increasingly serious environmental problems, whether and how FDI affects the environmental pollution in China has become a hot issue in academic circles. By constructing the geographical distance between the city and its nearest port as the tool variable of the actual utilization of foreign capital, the author uses the panel data of 281 cities above the prefectural level in China from 2003 to 2013. This paper makes an empirical study on the effect of FDI on environmental pollution in China. The author points out that using the geographical distance between the cities above the prefectural level and their nearest port as a tool variable can effectively solve the endogenous problem in empirical research: FDI's pollution emission level to China, especially industrial sulfur dioxide emissions. The effect is that FDI alleviates environmental pollution in China to some extent. Compared with the central region, FDI in the eastern and western regions has a stronger effect on environmental pollution. Based on the above conclusions, the author suggests that while we continue to encourage the introduction of FDI, we should promote the effective development of FDI technology spillover effect, maintain the coordinated development of environmental effect and economy of FDI, and promote the scientific development of processing trade in the central and western regions. Rational use of cleaner production factors; promote foreign investment enterprises cleaner production technology without "shrink" premise to achieve mutual integration with the local market.
