【摘要】：從現(xiàn)有環(huán)境壓力、開發(fā)利用水平及發(fā)展?jié)摿θ齻�方面提出了區(qū)域環(huán)境承載力開發(fā)利用潛勢這一新的概念,并從區(qū)域環(huán)境承載率、區(qū)域資源利用與污染物排放強度、區(qū)域發(fā)展能力三個角度選取了29個指標(biāo)構(gòu)建了環(huán)境承載力開發(fā)利用潛勢評價指標(biāo)體系。以北海市為例,對其環(huán)境承載力開發(fā)利用潛勢進行評價。結(jié)果顯示,北海市的現(xiàn)狀發(fā)展模式尚屬于可持續(xù)發(fā)展模式。但其環(huán)境承載壓力仍然較大,還需提高區(qū)域發(fā)展能力。對北海市三區(qū)一縣來說,海城區(qū)環(huán)境承載力開發(fā)利用潛勢最高;合浦縣排在第二位,其區(qū)域承載壓力相對較小,開發(fā)利用水平較高,但區(qū)域發(fā)展能力較低。鐵山港區(qū)環(huán)境承載力開發(fā)利用潛勢最低,雖其區(qū)域發(fā)展能力最高,但仍需提高其開發(fā)利用水平、降低資源環(huán)境承載壓力。結(jié)果表明,環(huán)境承載力開發(fā)利用潛勢評價體系的建立是可行的,它可以描述某一城市時域上的變化,也可以從空間上評估某一區(qū)域各單元的不同,甄別區(qū)域環(huán)境承載力開發(fā)利用過程中存在的問題,可以為我國資源環(huán)境承載力監(jiān)測預(yù)警機制的建立提供參考。
[Abstract]:From the three aspects of existing environmental pressure, development and utilization level and development potential, the new concept of regional environmental carrying capacity development and utilization is put forward, and the potential development and utilization potential of environmental carrying capacity is constructed from the three angles of regional environmental carrying rate, regional resource utilization and pollutant discharge intensity and regional development ability. It is feasible to establish the potential evaluation system for carrying capacity development and utilization. It can describe the changes in the time domain of a certain city. It can also assess the different units in a certain area from the space, and identify the problems in the development and utilization of the regional environmental carrying capacity.
