【摘要】：本文以呼和浩特市為研究對象,對呼和浩特市的環(huán)境承載力進行評價研究。在此過程中,建立了相對科學的環(huán)境承載力評估指標體系,將大氣環(huán)境、水環(huán)境、聲環(huán)境三個環(huán)境系統(tǒng)綜合起來考慮,選取了三大環(huán)境中幾個代表性較強的環(huán)境質量指標作為評估指標,對呼和浩特市環(huán)境的相對承載力進行了評估和深入的分析,并在評估結果分析的基礎上,依據(jù)國家環(huán)境質量標準,國內環(huán)評較好城市的環(huán)境質量狀況,結合呼和浩特市污染物排放趨勢進行分析,創(chuàng)新性地提出了適合呼和浩特市發(fā)展的政策建議。具體內容主要包括以下五個方面。首先,闡述了研究呼和浩特市環(huán)境承載力的理論意義和現(xiàn)實意義,梳理了國內外有關環(huán)境承載力研究成果,對本文環(huán)境承載力研究創(chuàng)新點和不足加以說明,為呼和浩特市環(huán)境承載力的評價研究提供理論基礎。其次,闡述有關環(huán)境承載力相關的理論基礎,對承載力的概念加以界定,對環(huán)境承載力的特征加以論述,并對環(huán)境承載力相關理論基礎進行介紹,主要有可持續(xù)發(fā)展理論、環(huán)境庫茲涅茨曲線理論、生態(tài)經(jīng)濟系統(tǒng)理論以及人口承載理論。然后,對所研究城市,呼和浩特市的經(jīng)濟情況以及環(huán)境狀況進行詳細介紹:經(jīng)濟狀況主要從經(jīng)濟結構和經(jīng)濟增長狀況闡述,環(huán)境狀況主要從呼和浩特市自然環(huán)境特征、環(huán)境污染狀況和造成環(huán)境污染的主要原因加以闡述。再次,根據(jù)科學性、全面性、區(qū)域差異性、可度量的等原則,構建環(huán)境承載力評估指標體系,在此基礎上評述相關的環(huán)境承載力評估方法,選取適合本文的環(huán)境承載力評判方法,對呼和浩特市的環(huán)境承載力進行評價研究。在比較各種分析方法的特點之后選擇功效系數(shù)法,選取環(huán)境評價類別的指標,然后通過對比指標的實際值與閾值的差值,確定各指標的權數(shù)與功效系數(shù),將功效系數(shù)以各自權數(shù)為比重進行幾何平均,即可以得到環(huán)境承載力的具體數(shù)值。最后,針對評估結果,對呼和浩特市環(huán)境承載力的結論進行分析,分析該市的水環(huán)境情況、聲環(huán)境情況以及大氣環(huán)境狀況,依據(jù)國家環(huán)境質量標準,國內環(huán)評較好城市的環(huán)境質量狀況,并結合呼和浩特市自身條件提出相關政策建議并對本文存在的能夠進行進一步拓展的研究空間進行闡述。
[Abstract]:This paper takes Hohhot as the research object, carries on the appraisal research to the Hohhot city's environmental carrying capacity.In this process, a relatively scientific assessment index system of environmental carrying capacity is established, and three environmental systems, namely atmospheric environment, water environment and sound environment, are considered.Several representative environmental quality indexes are selected as evaluation indexes, and the relative carrying capacity of the environment in Hohhot is evaluated and deeply analyzed, and based on the analysis of the evaluation results,According to the national environmental quality standard, the environmental quality of better cities in China, and the trend of pollutant emission in Hohhot city, the paper puts forward some innovative policy suggestions for the development of Hohhot city.The specific content mainly includes the following five aspects.First of all, it expounds the theoretical and practical significance of studying environmental carrying capacity in Hohhot, combs the research results of environmental carrying capacity at home and abroad, and explains the innovation points and shortcomings of the research on environmental carrying capacity in this paper.It provides a theoretical basis for the evaluation of environmental carrying capacity in Hohhot.Secondly, the theoretical basis related to environmental carrying capacity is expounded, the concept of carrying capacity is defined, the characteristics of environmental carrying capacity are discussed, and the related theoretical basis of environmental carrying capacity is introduced, mainly the theory of sustainable development.Environmental Kuznets Curve Theory, Eco-economic system Theory and population bearing Theory.Then, the economic situation and environmental situation of the city, Hohhot, are introduced in detail: the economic situation is mainly described from the economic structure and economic growth, and the environmental situation is mainly from the natural environment characteristics of Hohhot.The situation of environmental pollution and the main causes of environmental pollution are expounded.Thirdly, according to the principles of science, comprehensiveness, regional difference and measurable, the index system of environmental carrying capacity evaluation is constructed, and the relevant assessment methods of environmental carrying capacity are reviewed.The environmental carrying capacity of Hohhot city is evaluated by selecting the method of environmental carrying capacity which is suitable for this paper.After comparing the characteristics of various analytical methods, we select the efficacy coefficient method, select the index of the environmental assessment category, and then determine the weights and efficacy coefficients of each index by comparing the difference between the actual value of the index and the threshold value.The specific value of the environmental carrying capacity can be obtained by geometric averaging the efficiency coefficient with the weight of each weight.Finally, according to the assessment results, the conclusion of the environmental carrying capacity of Hohhot city is analyzed, and the water environment, sound environment and atmospheric environment of the city are analyzed, and according to the national environmental quality standard,The environmental quality of better cities in China is evaluated and the relevant policy suggestions are put forward according to the conditions of Hohhot and the research space which can be further expanded in this paper is expounded.
