【摘要】：基于福建省南平市飲用水水源地保護(hù)區(qū)周邊農(nóng)村427戶農(nóng)民的實(shí)地調(diào)研數(shù)據(jù),通過有序Probit回歸模型分析不同收入水平農(nóng)戶改善生活環(huán)境愿望的強(qiáng)烈程度、環(huán)境偏好及其影響因素差異,為更有效地開展水源地保護(hù)區(qū)環(huán)境保護(hù)和治理工作提供依據(jù)。調(diào)查表明,村莊到縣城的距離是影響不同收入層次農(nóng)戶對(duì)農(nóng)村環(huán)境治理效果評(píng)價(jià)的共同因素。村莊類型、勞動(dòng)力數(shù)量、耕地面積、年齡、政策支持、環(huán)境政策執(zhí)行評(píng)價(jià)、村委組織動(dòng)員評(píng)價(jià)、農(nóng)村環(huán)境治理參與的重要性以及參與方式對(duì)部分收入組別的農(nóng)戶評(píng)價(jià)產(chǎn)生了不同程度的顯著影響。據(jù)此,提出應(yīng)強(qiáng)化基層政府在農(nóng)村環(huán)境治理中的承上啟下功能,構(gòu)建開放、參與和合作的農(nóng)村環(huán)境多元社會(huì)共治格局,并建立以農(nóng)戶需求為依據(jù)的農(nóng)村環(huán)境治理供給機(jī)制等政策建議。
[Abstract]:Based on the field investigation data of 427 rural farmers around the drinking water source protection area in Nanping City, Fujian Province, the intensity of farmers' desire to improve their living environment was analyzed by using an ordered Probit regression model. The difference of environmental preference and its influencing factors provides a basis for more effective environmental protection and management of water source protection areas. The distance from the village to the county seat is the common factor that affects the evaluation of the rural environmental governance effect of farmers with different income levels. The types of villages, the number of labor force, the area of cultivated land, the age, the policy support, the evaluation of the implementation of environmental policy, The village committee organization mobilization evaluation, the importance of rural environmental governance participation and the way of participation have a significant impact on the evaluation of farmers in some income groups. This paper puts forward some policy suggestions, such as strengthening the connecting function of grass-roots government in rural environmental governance, constructing an open, participatory and cooperative pattern of rural environmental plural social co-governance, and establishing a rural environmental governance supply mechanism based on farmers' demand.
