【摘要】：京津冀地區(qū)通過(guò)產(chǎn)業(yè)轉(zhuǎn)移、中心城市環(huán)境索取、大事件臨時(shí)合作等模式在某些指標(biāo)上或者某個(gè)時(shí)期內(nèi)改善了大氣質(zhì)量,卻因利益聯(lián)結(jié)匱乏、激勵(lì)和監(jiān)督缺失等管理困境而難以持續(xù),加劇了區(qū)域不平衡。新型復(fù)合污染的特征彰顯出構(gòu)建可持續(xù)合作機(jī)制的理論訴求和現(xiàn)實(shí)必要性,提出應(yīng)從合作組織、利益協(xié)調(diào)、有效激勵(lì)、政策執(zhí)行、多元參與等方面推進(jìn)京津冀大氣污染可持續(xù)合作治理的制度完善與機(jī)制創(chuàng)新。
[Abstract]:The Beijing-Tianjin-Hebei region has improved the air quality on certain indicators or within a certain period of time by means of industrial transfer, environmental claims in central cities, and temporary cooperation in major events, but because of lack of interest connections. The lack of incentive and supervision is difficult to sustain, which exacerbates regional imbalance. The characteristics of new compound pollution show the theoretical appeal and practical necessity of constructing sustainable cooperation mechanism, which should be based on cooperative organization and coordination of interests. Effective incentives, policy implementation, multiple participation and other aspects to promote the Beijing-Tianjin-Hebei air pollution sustainable cooperative governance system improvement and mechanism innovation.
