【摘要】：區(qū)域生態(tài)與經(jīng)濟(jì)協(xié)調(diào)發(fā)展是可持續(xù)發(fā)展的本質(zhì)要求,但由于生態(tài)產(chǎn)品的產(chǎn)權(quán)模糊和外部性等問題,使得區(qū)域協(xié)調(diào)發(fā)展陷入困境。通過構(gòu)建兩類地區(qū)、兩類產(chǎn)品的區(qū)域分工與合作模型,運(yùn)用區(qū)域分工、比較優(yōu)勢(shì)和外部性等理論分析區(qū)域發(fā)展失衡的原因發(fā)現(xiàn),構(gòu)建區(qū)域間生態(tài)補(bǔ)償機(jī)制是解決區(qū)域協(xié)調(diào)發(fā)展失衡和充分發(fā)揮生態(tài)產(chǎn)品正外部性的唯一辦法。為實(shí)現(xiàn)區(qū)域生態(tài)與經(jīng)濟(jì)協(xié)調(diào)發(fā)展,根據(jù)生態(tài)補(bǔ)償?shù)睦嫦嚓P(guān)者理論,構(gòu)建縱橫交錯(cuò)的網(wǎng)絡(luò)型生態(tài)補(bǔ)償體系,并從政府環(huán)保信息公開制度、公眾參與積極性、政府NGO以及環(huán)保教育四個(gè)方面提出政策建議,為推進(jìn)我國(guó)生態(tài)補(bǔ)償機(jī)制建設(shè)提供理論依據(jù)。
[Abstract]:The coordinated development of regional ecology and economy is the essential requirement of sustainable development. However, due to the ambiguity of property rights and externality of ecological products, regional coordinated development is in difficulty. The regional division of labor and cooperation model of the two kinds of products, using the regional division of labor, comparative advantage and externality, to analyze the reasons for the imbalance of regional development. The construction of interregional ecological compensation mechanism is the only way to solve the imbalance of regional coordinated development and give full play to the positive externality of ecological products. In order to realize the coordinated development of regional ecology and economy, according to the stakeholder theory of ecological compensation, Construct the network ecological compensation system, and put forward the policy suggestions from four aspects: government environmental information disclosure system, public participation enthusiasm, government NGO and environmental protection education. In order to promote the construction of ecological compensation mechanism in China to provide a theoretical basis.
