【摘要】：論文針對石油煉制行業(yè)清潔生產(chǎn)標(biāo)準(zhǔn)(HJ/T125-2003)嚴(yán)重滯后,不能適應(yīng)國家節(jié)能減排、生態(tài)文明建設(shè)要求的實(shí)際情況,通過歸納總結(jié)國家有關(guān)清潔生產(chǎn)發(fā)展的歷程和系列法律、法規(guī)、標(biāo)準(zhǔn)的基礎(chǔ)上,分析研究制定行業(yè)清潔生產(chǎn)指標(biāo)體系和評價(jià)標(biāo)準(zhǔn)原理和方法學(xué),在原有標(biāo)準(zhǔn)基礎(chǔ)上進(jìn)行修訂更新,使煉化行業(yè)清潔生產(chǎn)審核評價(jià)指標(biāo)體系更加科學(xué)、系統(tǒng)、完整、實(shí)用。論文將研究成果引入應(yīng)用到清潔生產(chǎn)審核實(shí)踐中,以北方華錦化學(xué)工業(yè)股份有限公司煉化分公司為實(shí)例,通過對主要生產(chǎn)裝置清潔生產(chǎn)現(xiàn)狀評估、物料平衡實(shí)測、污染產(chǎn)排實(shí)測等方法基礎(chǔ)上,運(yùn)用論文研究成果和現(xiàn)有評估標(biāo)準(zhǔn)對該企業(yè)清潔生產(chǎn)水平進(jìn)行評估。論文運(yùn)用主成分分析法,分析影響清潔生產(chǎn)潛力的主要因素,確定清潔生產(chǎn)能耗及產(chǎn)排污重要環(huán)節(jié),提出有針對性且切實(shí)可行的清潔生產(chǎn)方案。實(shí)施無/低費(fèi)方案,堅(jiān)持“邊生產(chǎn)、邊審核、邊實(shí)施”原則,盡快取得實(shí)效。中/高費(fèi)方案則經(jīng)過經(jīng)濟(jì)效益、環(huán)境效益與社會(huì)效益等多方面可行性分析,得到確定結(jié)論后篩選匯總,將最優(yōu)方案推選出來,并按照方案實(shí)施次序及時(shí)間提出持續(xù)清潔生產(chǎn)建議逐步推進(jìn)。修訂前后的清潔生產(chǎn)標(biāo)準(zhǔn)對比評價(jià)結(jié)果表明,論文提出的修訂后石油煉制行業(yè)清潔生產(chǎn)指標(biāo)體系和評價(jià)標(biāo)準(zhǔn)更加符合國家節(jié)能減排、環(huán)保標(biāo)準(zhǔn)以及建設(shè)生態(tài)文明的要求,能夠客觀、準(zhǔn)確、真實(shí)地反映清潔生產(chǎn)水平,有利于促進(jìn)企業(yè)持續(xù)開展清潔生產(chǎn),提高清潔生產(chǎn)水平和節(jié)能減排效果。
[Abstract]:Aiming at the serious lag of Cleaner production Standard HJ / T125-2003 in petroleum refining industry, which can not adapt to the actual situation of national energy saving and emission reduction and ecological civilization construction, the paper summarizes the course and series of laws and regulations of the state on the development of cleaner production. On the basis of the standards, the principles and methodologies of the Cleaner production Index system and the evaluation standard are analyzed and formulated, and the original standards are revised and updated to make the Cleaner production auditing and Evaluation Index system more scientific and systematic in the refining and chemical industry. The paper introduces the research results into the practice of cleaner production audit. Taking the refining and chemical branch of North Huazhsin Chemical Industry Co., Ltd., as an example, through the assessment of the current situation of cleaner production of main production units, the material balance is measured. Based on the measurement of pollution production and discharge, the paper evaluates the cleaner production level of the enterprise by using the research results and the existing evaluation criteria, and analyzes the main factors that affect the potential of cleaner production by principal component analysis. To determine the important links of clean production energy consumption and sewage production, to put forward a targeted and feasible cleaner production plan, to implement no / low cost scheme, and to adhere to the principle of "while producing, checking and implementing", As soon as possible, the actual results can be obtained. After the feasibility analysis of economic, environmental and social benefits, and so on, the medium / high cost schemes are selected and summarized after the final conclusions are drawn, and the optimal scheme is selected. In accordance with the implementation order and time of the project, the proposal of continuous cleaner production is put forward step by step. The results of comparative evaluation of clean production standards before and after revision show that, The revised index system and evaluation standard of clean production in petroleum refining industry are more in line with the requirements of national energy saving and emission reduction, environmental protection standards and the construction of ecological civilization, which can reflect the level of cleaner production objectively, accurately and realistically. It is beneficial to promote enterprises to carry out cleaner production continuously, improve the level of clean production and save energy and reduce emissions.
