【摘要】：能源使用對(duì)環(huán)境造成的影響已經(jīng)引起了世界各國(guó)的重視,能源低碳合作與氣候治理活動(dòng)成為當(dāng)前國(guó)際社會(huì)的重要議題。不同發(fā)展階段的國(guó)家由于對(duì)化石能源需求的不同而在能源低碳合作與氣候治理中呈現(xiàn)出截然不同的立場(chǎng),導(dǎo)致國(guó)際社會(huì)難以形成有效的低碳合作與氣候治理機(jī)制�！栋屠鑵f(xié)定》是立足于能源低碳發(fā)展觀的全球共同努力,對(duì)于低碳合作與全球氣候治理具有重要意義�！栋屠鑵f(xié)定》減排目標(biāo)的缺失、執(zhí)行機(jī)制的不完善以及柔性調(diào)整成分過(guò)多體現(xiàn)了氣候談判中艱難的博弈過(guò)程。在今后的低碳合作談判中,我國(guó)應(yīng)當(dāng)進(jìn)一步發(fā)揮低碳引領(lǐng)作用,推進(jìn)能源低碳合作與氣候治理機(jī)制的完善。
[Abstract]:The impact of energy use on the environment has attracted the attention of countries all over the world. Energy and low-carbon cooperation and climate governance activities have become an important issue in the current international community. Because of the different demand for fossil energy, countries at different stages of development have different views on energy low-carbon cooperation and climate governance. Position. It is difficult for the international community to form an effective low-carbon cooperation and climate governance mechanism. The Paris Agreement is a global effort based on the concept of energy and low-carbon development. It is important for low-carbon cooperation and global climate governance. The imperfect implementation mechanism and excessive flexible adjustment elements reflect the difficult game process in the climate negotiations. In the future low-carbon cooperation negotiations, China should further play a low-carbon leading role. Promote energy and low-carbon cooperation and improve the climate governance mechanism.
