【摘要】：2012年11月,黨中央召開的中國共產(chǎn)黨第十八次全國代表大會上,正式提出了要“大力推進(jìn)生態(tài)文明建設(shè)”；建設(shè)生態(tài)文明,是關(guān)系人民福祉、關(guān)乎民族未來的長遠(yuǎn)大計。我國自1956年建立了第一個自然保護(hù)區(qū)——廣東鼎湖山自然保護(hù)區(qū)以來,隨后的60年里,我國自然保護(hù)區(qū)的發(fā)展雖然曲折但發(fā)展速度較快,在自然保護(hù)區(qū)的建設(shè)和管理工作等方面取得了很大的成就,但仍存在著不少的問題,如：開發(fā)與保護(hù)矛盾日益尖銳、經(jīng)費投入嚴(yán)重不足、法律體系不完善、缺乏整體規(guī)劃等問題。而自然保護(hù)區(qū)的生態(tài)文明建設(shè)的提出將有效地解決自然保護(hù)區(qū)中存在的問題。本文在自然保護(hù)區(qū)評價以及自然保護(hù)區(qū)生態(tài)文明建設(shè)基礎(chǔ)理論的相關(guān)研究之上,構(gòu)建了自然保護(hù)區(qū)生態(tài)文明建設(shè)基礎(chǔ)條件評價體系。并以松山國家級自然保護(hù)區(qū)為例,進(jìn)行實例研究和驗證。本文根據(jù)評價體系構(gòu)建的基本準(zhǔn)則,從環(huán)境基礎(chǔ)、資源基礎(chǔ)、社會文化基礎(chǔ)三大方面構(gòu)建了自然保護(hù)區(qū)生態(tài)文明建設(shè)評價框架；通過專家咨詢法和多次研討會等方式,經(jīng)過反復(fù)認(rèn)真的的討論最終確定自然保護(hù)區(qū)生態(tài)文明建設(shè)評價指標(biāo)體系中的各個因子：即準(zhǔn)則層4個因子、指標(biāo)層9個因子、指標(biāo)要素層26個因子。采用專家咨詢法和層次分析法相結(jié)合的方法來求解判斷矩陣及確定評價因子的各個權(quán)重,并對指標(biāo)權(quán)重進(jìn)行分析。并根據(jù)評分標(biāo)準(zhǔn)對各因子賦予分值。本文的創(chuàng)新點在于：建立了一套完整的自然保護(hù)區(qū)生態(tài)文明建設(shè)基礎(chǔ)條件評價體系,包括：生態(tài)文明建設(shè)基礎(chǔ)條件評價模型的構(gòu)建、指標(biāo)的選取,權(quán)重的確定等；開創(chuàng)了我國自然保護(hù)區(qū)生態(tài)文明建設(shè)基礎(chǔ)條件評價研究的先例。通過此課題的研究,為自然保護(hù)區(qū)生態(tài)文明建設(shè)的管理提供一個初步的可操作基礎(chǔ)理論和實踐案例。
[Abstract]:In November 2012, at the eighteenth National Congress of the Communist Party of China, the Central Committee of the Communist Party of China formally put forward "vigorously promoting the construction of ecological civilization". Building ecological civilization is a long-term plan for people's well-being and the future of the nation. Since the establishment of China's first nature reserve - Guangdong Dinghu Mountain Nature Reserve since 1956, the next 60 years, the development of China's nature reserves despite twists and turns but the development speed is quick, has made great achievements in the nature reserve construction and management work, but there are still a lot of problems, such as: the development and protection of the contradiction, a serious shortage of funding, imperfect legal system, lack of overall planning and other issues. And the construction of the ecological civilization in the nature reserve will effectively solve the problems in the nature reserve. Based on the evaluation of natural reserves and the basic theory of ecological civilization construction in nature reserves, the basic condition evaluation system of ecological civilization construction in nature reserves is constructed. Taking Songshan National Nature Reserve as an example, a case study and verification are carried out. According to the basic principles of the construction of evaluation system, from the environment foundation, resource base, social cultural foundation three aspects constructed the natural protection area of ecological civilization construction evaluation framework; through the method of expert consultation and many seminars, after serious discussion of the final natural protection of individual factors of evaluation index system of ecological civilization construction in the area 4: criterion layer index layer factor, 9 factors, 26 factors index layer. The method of expert consultation and analytic hierarchy process (AHP) is used to solve the judgment matrix and determine the weight of the evaluation factor, and the weight of the index is analyzed. Each factor is given a score according to the scoring standard. The innovation of this paper is: the establishment of a complete set of natural reserve ecological civilization construction condition evaluation system, including: the evaluation model of basic conditions of the construction of ecological civilization construction, index selection, weight determination; create evaluation in the study area of ecological civilization construction the basic conditions of China's protected precedent. Through the research of this subject, it provides a preliminary operational basic theory and practical case for the management of the ecological civilization construction in the nature reserve.
