【摘要】:近十年,我國航天科技取得了世人矚目的成果,各種衛(wèi)星、宇宙飛船、運(yùn)載火箭等航天器不斷密集發(fā)射。我國的航天發(fā)射場從發(fā)射單一型號火箭到發(fā)射多種型號火箭,從發(fā)射國內(nèi)衛(wèi)星到發(fā)射國際商業(yè)衛(wèi)星,航天發(fā)射場的綜合能力得到了顯著提升,并取得了顯著的社會效益和經(jīng)濟(jì)效益。在如此頻繁密集的航天器發(fā)射活動中,如何保證每一次衛(wèi)星發(fā)射項目成功,并在總結(jié)以往發(fā)射經(jīng)驗的基礎(chǔ)上,追求航天發(fā)射項目質(zhì)量管理的嚴(yán)慎細(xì)實(shí)和精益求精,形成一套完整的質(zhì)量管理循環(huán)改進(jìn)過程體系,是航天發(fā)射中心需要不斷總結(jié)和解決的突出問題。本文以西昌衛(wèi)星發(fā)射中心為平臺,針對風(fēng)云二號氣象衛(wèi)星發(fā)射項目質(zhì)量管理進(jìn)行研究。按照PDCA循環(huán)持續(xù)改進(jìn)方法中的計劃(P)、執(zhí)行(D)、檢查(C)和改進(jìn)(A)四大階段,將風(fēng)云二號衛(wèi)星發(fā)射項目的質(zhì)量管理過程劃分為:質(zhì)量策劃、項目實(shí)施與控制、項目質(zhì)量持續(xù)改進(jìn)三個階段進(jìn)行深入分析和研究,并針對上述階段提出具體的項目質(zhì)量管理方法。(1).在項目質(zhì)量策劃階段,識別出管理職責(zé)、資源管理、產(chǎn)品實(shí)現(xiàn)、測量分析與改進(jìn)四個大具體過程,并將識別出的過程進(jìn)一步分解為具體的質(zhì)量活動,并提出了相應(yīng)的質(zhì)量體系文件、程序文件和作業(yè)文件要求;(2).在項目質(zhì)量實(shí)施與控制階段,通過對項目過程指標(biāo)的測量和監(jiān)控,建立起一套有效的過程實(shí)施運(yùn)行機(jī)制,嚴(yán)格遵守質(zhì)量管理體系文件的要求,對每一步衛(wèi)星發(fā)射過程中實(shí)施質(zhì)量管控,確保組織指揮、技術(shù)操作和設(shè)備設(shè)施的零差錯;(3).在項目質(zhì)量持續(xù)改進(jìn)階段,通過比較衛(wèi)星發(fā)射過程測量結(jié)果與本次發(fā)射項目質(zhì)量目標(biāo)、過程以往結(jié)果和其他組織的相同過程結(jié)果,判斷過程的能力,發(fā)現(xiàn)需要改進(jìn)的地方,制定糾正和預(yù)防措施,對衛(wèi)星發(fā)射項目質(zhì)量管理進(jìn)行持續(xù)改進(jìn)。本文提出的基于PDCA項目質(zhì)量持續(xù)管理體系和方法使得本次發(fā)射任務(wù)做到了組織指揮零失誤、技術(shù)操作零差錯、設(shè)備設(shè)施零故障、數(shù)據(jù)判讀零遺漏,從而有效的提高風(fēng)云二號衛(wèi)星發(fā)射項目質(zhì)量管理績效,保證了航天發(fā)射任務(wù)圓滿成功。該研究對提升我國航天衛(wèi)星發(fā)射項目質(zhì)量管理水平和綜合管理能力,提高航天衛(wèi)星發(fā)射項目的軟實(shí)力和競爭力,完善西昌衛(wèi)星發(fā)射中心的項目質(zhì)量管理持續(xù)改進(jìn)體系,持續(xù)保證航天衛(wèi)星發(fā)射項目成功都有一定的價值和意義。
[Abstract]:In the past ten years, China has made remarkable achievements in space science and technology, various satellites and spaceships. China's space launch sites range from launching a single type of rocket to launching a variety of rockets, from launching domestic satellites to launching international commercial satellites. The comprehensive capability of the space launch site has been greatly improved, and remarkable social and economic benefits have been achieved. How to ensure the success of each satellite launch project in such frequent and intensive spacecraft launching activities. On the basis of summarizing the past launch experience, the author pursues the strict, careful, practical and continuous improvement of the quality management of the space launch project, and forms a set of complete quality management cycle improvement process system. This paper takes Xichang Satellite launch Center as the platform. The quality management of Fengyun-2 meteorological satellite launch project was studied. According to the plan of PDCA cycle continuous improvement method, four stages were carried out. The quality management process of Fengyun-2 satellite launch project is divided into three stages: quality planning, project implementation and control, and continuous improvement of project quality. In the stage of project quality planning, four concrete processes are identified: management responsibility, resource management, product realization, measurement, analysis and improvement. The identified process is further decomposed into specific quality activities, and the corresponding quality system documents, program files and operational documents are proposed. In the stage of project quality implementation and control, through the measurement and monitoring of project process indicators, an effective process implementation operation mechanism is established, and the requirements of quality management system documents are strictly observed. Implement quality control during each step of satellite launch to ensure zero error in organizing command, technical operation and equipment facilities; During the continuous quality improvement phase of the project, the ability to judge the process is determined by comparing the results of the satellite launch process measurements with the quality objectives of the launch project, the past results of the process and the same process results of other organizations. Identify areas for improvement and develop corrective and preventive measures. The quality management of satellite launch project is continuously improved. The system and method of quality continuous management based on PDCA make this launch mission achieve zero error in organizing command and zero error in technical operation. Equipment facilities zero failure, data interpretation zero omissions, so as to effectively improve the Fengyun II satellite launch project quality management performance. The research will improve the quality management level and comprehensive management ability of China's space satellite launch project, and improve the soft power and competitiveness of the space satellite launch project. It is of certain value and significance to improve the quality management system of Xichang Satellite launch Center and ensure the success of the space satellite launch project.
